I personally would include Aid Self instead of Stealth for taking on the big baddies. As some has said before you don't need 60% in Melee, 45 is the soft cap and SR has excellent defense debuff protection. I would drop some of the touch of deaths to replace with Hecatombs or at least Mako's.
Here is my build which I currently run for MA/SR, its expensive but solid. The Absolute Amazement proc in EC has to go, just fyi.

In my continuing bid to make "high end" MA toons, I have topped out on MA/SR and decided to try MA/SD. My goal is to have a toon that can solo AV's (as much as MA can solo) and generally try to put together the best MA/SD I can with a few caveats, ok one. I prefer Eagles Claw to CaK, just because of the way it looks.
Here is what I came up with.

I have a fully IO'ed out MA/SR 50 scrapper, that I have played for years and while I love MA for the theme of my character, the lack of a real solid secondary effects and only one AoE in MA make in middle of the pack in my opinion. If you have a MA/SD and have Shield Charge that obviously makes a second AoE, so there you go.
It makes it difficult to go +4/+8 with the one AoE and while I have soloed several AV's, I don't pack the power of many of the other archetypes -
Not sure what you are asking, but it does look ridiculous. You are taking one of the coolest looking powers and substituting a punch that would be barely effective in a Bugs Bunny cartoon.

I am messing around on Mid's trying to come up with the end build for my lvl 39 DM/SD scrapper who is thematically like Batman/Spawn type, so I started to look into the Presence pool for Intimidate and specifically Invoke Panic. With Shield Charge, Soul Drain and Dark Consumption slotted with a set of Obliteration, I was thinking that Invoke Panic would compliment the other AoE's into a nice little Scraptroller. Mag 2 group hold, I am not expecting to hold AV's or bosses but hopefully minions.
So am I on the right track?
I don't see this pool in a lot of builds, so not sure if it works or not.
Any help or comments are greatly appreciated.

Your endurance consumption is off the charts, you slotted Crane Kick with Knockback instead of damage. Put a set of Mako's Bite in there. Going to need a set of Touch of Death as well for your Melee Damage. 6 slot Focus Chi and put a set of Gaussian's in there for defense and its an overall great set. I would drop the leadership pool and take Fighting for Tough and Weave. Drop Energy Torrent for Conserve Power will help your end as well.
This guy is a bit of a mess quite frankly, if you need influence for your sets I would sell those purps to set out this guy properly, then go back for your purps.

Lev, I PVE at +4/+4 with no real problems and having only one AOE prevents me from bigger groups. Your defense caps at 45%, so I am capped if your defense is significantly higher it is going to waste. For an MA/SR which I think is on the bottom end of scrapper domination I am very happy with his survivability.

First off thanks for the replies gentlemen, they are much appreciated.
Few things I should have thrown out there. I take EC because it looks so cool and I have found (and posted on another thread about dps) that my dps with EC was higher than with CAK 161 to 166. I like the extra chance to crit, but mostly I couldn't see playing my guy without the ultra cool EC animation. So my apologies for not throwing that out there.
I have bought a Shield Wall, but not sure how or where to slot it. Umbral my next respec I am going to take your advice and slot the Hecatombs in Storm Kick, I can drop Touch of Death and with a few tweaks keep my Melee defense at 45.1% and take Mako's Bite in EC.
Couple of more questions if you will indulge me. My defense debuff resistance is at 90% too low? I find that 54 boss Dark Ring Mistresses can debuff me pretty easily, but I figure that is par for the course. But should I look to raise?
Any thoughts on what enhancement slots to drop to raise damage resistance on Tough? Remember I have shield wall as well.

Thanks for taking time to look at my build. I have spent untold billions and lots of time on Dynamo over the last couple of years and for MA/SR I think he is pretty solid. I can solo some of the easier AV's etc, etc.
So I ask, is there something I am missing to improve him? I only PVE and have some cash still to spend. Can I get away with just two recharges in hasten and still have perma-hasten? I know I need the TF commander for some extra hp's.

I have a lvl 50 MA/SR that I have sunk about 7-8 billion in so far and I agree with so much of what other posters have so eloquently stated relating to the problems of MA. I follow every thread about MA I can find and when the main attribute to MA is usually "its pretty" or "its thematic" you know you have a problem in keeping up with the other power sets.

Thats a valid point CE but I use that chain regularly and I find that most of the foes you really use your attack chain against (some bosses, EB's AV's) have enough knockback protection that it doesn't much factor in.
In the pylon thread elsewhere I posted this, but my dps with the chain is 166. -
I'll put a plug in for MA/SR, cool animations, great for the Batman/Captain American brawler fighter themed toons. Don't see a ton of MA toons anymore and that makes it a bit special as well. And properly IO'ed it is a quite effective toon.
