You probably have to look at your recharge and your end usage.
Stamina isn't needed but still very nice to have efter you get Transference but thats at lvl 35 and if you hold off till lvl 30 with stamina you will have a lot of downtime. So go for stamina as fast as possible and maybe spec it out after you get Transference? If you wish to PvP then stamina is needed.
Transfusion could do with a 6th slot so it becomes 2 acc, 1 rech, 3 heal
Gravity Distortion: In my experience going 2 acc, 2 rech and 2 hold will yield better results than your current slotting.
Siphon Power is fine with just 2 acc in it. Add recharges if you have the slots.
Siphon Speed is fantastic and you want this as often as you can so try to get a 3rd rech in there.
Fly: Must admit I havent't tried it much after the latest enduse changes to it but you probably would want at least 1 end red in here.
Crushing Field doesn't need immob durations since its fine out of the box. Slot 2 acc, 1 end red if you decide to keep it.
Gravity Distortion Field, your AoE hold which has a looong recharge so you should really put some recharges in here. Conventional slotting is 2 acc, 2 rech, 2 hold.
Wormhole is one of the funniest powers in the game imo (spent hours shooting groups of skulls into the air in Perez when I got ) + very handy. Bit slow to use unfortunately and with a long animation you have to pick your moments to use it.
Again you need this to cycle faster so I would recommend slotting it 2 acc, 2-3 rech, 1-2 dis dur.
Stamina: Might aswell put the 3rd slot in here
Singularity has a very high base accuracy but it can miss. I would recommend at least 1 acc in here or for PvP probably 2. Slotting would then be 1-2 acc, 2-3 dmg, 1-2 hold.
Conserve Power....drop it....totally redundant for a kin.
Would probably try to get hasten way earlier in your build and 3 slot it.

Pick any sets you like....they're all good and can all be bad depending on the player behind the keyboard.
Some sets can be redundant in some teams and make absolute gods of others so no best or worst IMO. -

This one took a while actually. Both my ice and fire trollers where created after him and still got to 50 long before him....even managed to get the kin def to 50 aswell before eventually getting back to Ned
Now I just need the mind troller to get there...currently halfway....so better hurry up Empath

super speed is the best travelpower for a /storm imo....easier to manage the hurricane then.
Personally always try to get leaping aswell though for vertical movement and KB protection. -

We really do need the buff icon to show if you're suppressed or not...very annoying atm...better yet...remove the suppression again! -
You should really try to get more powers from Rad as it's an awesome set and miss out on some of these powers would be a big shame.
RI should be gotten ASAP and slotted with 3 tohit debuffs and maybe 1 end red. No really need to slot it for def debuff since the base is fine for PvE.
EF can be held off till after stamina since it's quite a drainer.
Wouldn't recommend CC for a mind troller since you work best from range and it's a biiig endhog. It's accuracy is very low (and can't be enhanced) but will continuosly tic holds at the affected mobs so everything will be held eventually.
How a controller uses his secondary defines if it's just another controller or a good controller. -

Always go for Tornado if it's for PvP.

Tornado is kinda a love/hate power as you say yourself...I personally love it.
The damage is decent but not fantastic in any way.
It's either autohit or has a very high baseaccuracy since it never misses
Duration is 30 seconds. In this period of time it will continously damage, knock back and debuff defense of affected targets. Herobuilder says it can do up to 30 tics of damage. Never actually tested this because I'm too lazy
Note: I probably wouldn't consider Tornado for builds without immobs that negate knockback ie illusion unless you had a spare powerslot and would use it for AVs (fantastic def debuff.)
Thunderclap is the same as Hand Clap just without the knockback and with a flashier animation
Personally not a big fan of thunder clap as it only stuns minions and have a loooong animation (think its the same as Flash....cant remember?) -

hehe....well....pets are most of the time useless in team PvP because of all the movement they'll just try and keep up with you which they can't (unless its a small map of course).
Lets have a look at them then
1: Animate Stone, slow as hell and only good dmg in melee which he will more or less never be if you're up against a PvPer who just knows half of what hes doing. Can stun if really lucky
2: Fire Imps, really good in duels/small teams because of the damage. Don't use if fighting a confuser (plant dom, mind dom/troller and to a lesser extent an ill troller). Larger teams, look above.
3: Singularity, best pet in PvP. If you're lucky enough to have it keep up with you it can help you stack a massive number of holds and immobs on targets. Again this one only really shines in duels/small teams.
4: Jack Frost, basically the same as Animated Stone other than he has a hold he will use once in a while and his attacks will slow your targets....other than that look above.
5: Phantasm, probably the least useful of all controller pets in PvP. The damage is pitiful and has no secondary effects other than knockback which all PvPers ought to protected against.
6: Mass Confusion, is not really a pet but hey....put it on here anyway. Fantastic against MMs and the occasional fire troller/dom...other than that...not much use.

IMO fly isn't very good in PvP and especially when running hurricane you need to move around a lot where fly just wont cut it.
I would definately suggest the Primal epic.
Your endurance will for the most part be fine in PvP unless you duel a lot where a thing like conserve power comes in handy.
Power boost is excellent for aid self and your hold.
Power Blast is a much better single target attack than mental blast...you will be gnaving your arm off while the animation goes off and Psionic Tornado is, well, an AoE which will use more end, have a longer recharge, do less dmg (unless theres a lot of people grouped up, which more or less never happens in PvP)

The build looks pretty good but I do think (even if you're /storm) you're somewhat too worried about endurance.
Snow storm: You should maybe drop the 3rd end red and use a slow instead? or even a recharge....depending on playstyle.
Combat Jumping and Hurdle: If you have some slots move them here. 2-3 slotted and 3 slotted hudle makes a big difference in your movement.
Steamy Mist: Go 2 end reds, 3 dmg res in this one
Freezing Rain: Slot with more recharges. 2-3 rech, 1-2 end red.
Phantom Army: Doesn't really need the accuracies. Would suggest 3 rech, 3 dmg
Health: Go with swift instead. Health helps with lessened downtime in PvE but it won't save a squishy in PvP.
Hurricane: Your best means of defense. One of the best accuracy debuffs in the game. Slot 2 end reds, 3 tohit debuff.
Spectral Terror: The base fear is pretty good so wouldn't slot too heavily on that. It's perma aswell so doesn't need recharges. Slot 1 acc, 1-2 fear, 0-1 range, 0-1 end red.
Aid Self: Would probably get some recharges in there. Slot either 3 heal, 2 int rdx, 1 rech or 3 heal, 1 int rdx, 2 rech.
Phantasm: Doesnt need a end red since hes fire and forget.
Tornado, really really good in PvP (and PvE for that matter). Slot 3 dmg, 1-2 rech, 1-2 end reds. It doesn't need the def debuff unless you want to go through PFF which can be done with 1 tornado and 1 freezing rain
Lightning Storm: Used to be really good in PvP until they introduced the toggledrop nerf which made this power virtually useless so I would say skip it. For PvE i would slot this 3 dmg, 1-2 rech, 1-2 end reds.
Consider going for the primal epic since a powerboosted aid self freezing rain are fantastic and you get a much better single blast than mental blast.
Try and get super speed in your build for max mobility -

Double and I did some testing and it seems accuracies isnt needed. It may not be autohit but has a stupid high base acc then....couldn't tell any difference between no acc enhs and 3 acc enhs in it....this may be different against defensive sets though as we where testing with 2 controllers.
The hold duration even with 3 hold durations wasnt very good to say the least
IMO best slotting would be 3 rech, 3 hold durs (but only the recharges are needed) and is a very situational power...would still be good for baseraids but other than that not much use in PvP
Note: For future potential earth trollers. Do take this power for PvE...absolutely awesome in PvE but unfortunately not very good in PvP -

You're bit a bit too worried about endurance. 1st you shouldn't have any end problems as empathy + you will have more than enough AMs going around.
Would suggest 3 heal, 3 rech for healing aura.
Would suggest 2 acc, 2 rech, 2 hold for blind.
Would suggest 3 heal, 2-3 rech, 0-1 range for heal other.
You don't really need recharges in decieve but 1 would be fine. Maybe 2 acc in it?
Defense in combat jump isnt very good. Slot for jump instead.
Defense in Superior invis isnt that good. could maybe use those 3 slots elsewhere?
Phantom Army has a very high base acc + you will mainly use it for alphas so the acc isnt really needed (and you have plenty of RIs going)
A 3rd def buff in fortitude would be really good.
Assault isnt really needed as I said earlier in this thread because of all the AMs and EFs.
Spec terror is perma out of the box so doesnt really need the recharges.
Recovery Aura doesn't actually need any end mods so might consider moving this slot elsewhere?
Phantasm is up to your playstyle. Doesnt synergize well with the rad debuffs though because of the knockback.
Adrenaline boost doesn't really need the end mob. Can move that slot elsewhere if you want?
Consider a 2nd acc in power blast.
A few more things :
You should really get clear mind in there. Your teams biggest problem is mezzes so the toggles drops so cm will help your team a lot.
Absorb pain is an awesome heal. Consider getting it in there. Best slotting would be 3 heal, 2 rng, 1 rech.
