    Tanks have the same base run speed as all other archetypes, hero or villain. The only set that slows your base run speed is Stone Armor, and that is only when using Mud Pots, Rooted, and/or Granite Armor, because they each have a runspeed debuff.

  7. No. They have basically completely nixed raising the level cap. They're going to institute more for level 50s to do though.

    They have said they'd like to do fall from grace/redeem, but have for now shelved it due to balance reasons (the archetypes play completely differently together when with the other team; examples being the Valentine's coop missions).

  10. I suggest that people don't make comments that include "this is what I think is the best team to beat the STF." Because while it may be the best team, it doesn't matter, because unless your team makeup is such that you can't outdamage their regen, it doesn't matter what kind of teammates you have.

    For all that is holy, please don't turn the STF into the RSF where you have to give freaking pity spots. Don't perpetuate this nonsense that you have to have a perfect team to win. YOU DON'T.

    You don't need that team setup. My successful STF didn't have a tank, didn't have a rad, had only one blaster, and three *REGEN* scrappers (you know, the ones that can't survive more than 2 big hits from these AVs.)
  13. Set bonuses (what you are calling global bonuses) that are the same percentage stack even if they're from different powers. You can stack set bonuses up to five times.

    Crushing Impact twice will give CI's set bonuses twice.

    Crushing Impact and Mako's Bite will give CI's set bonuses once and MB's set bonuses once.

  17. A level 25 IO gives the same % when you're level 25 as it does when you're level 50. The IO itself doesn't increase in effectiveness. Each individual level of IO is a little better than the last. A level 26 IO is better than a level 25 IO is better than a level 24 IO, etc etc.

    Yes, you can slot a level 25 IO at 50. However, the level 50 IOs are considerably better in %. What you need to decide is whether you'd rather save money (level 25 single-aspect IOs are approximately the same as having a white SO) or have uber percentages.

  19. Domination gives a +75% damage enhancement. So I dunno, I would guess that that more than makes up for a low base damage modifier, especially when Doms have giant melee attacks that they can safely use against held AVs.

    Their melee modifier is higher than their ranged modifier, by the way.

  21. I'll use Char as an example. It's a mag three hold, so under Domination it's mag six. Four doms means that's 24 mags through the first application alone. Another application means 48 mags, 2 under their PToD (Char recharges rather fast (eight seconds and would last for at least 10 seconds vs an AV, not factoring in Hold enh), and most Doms have Hasten for their long-cooldown powers).

    Third application will perma hold them, and likely will never be able to come out of the hold due to the recharge and duration on the power. Combined with /assault secondary, after an AV has been permaheld, those four doms should take him down rather fast.
