  1. Yes of course, Ive been in Atlas Park long enough and seen the message "2 mil for 54 boss run" enough times to assume that it probably isnt against the rules, just discouraged. Well thanks for clearing that up.
  2. Not sure if this is the proper forum to ask this in but it looked the most appropriate...
    From the enormous amount of spam emails that I receive advertising this service, does CoH specifically outlaw or ban power leveling services, where a player pays real-life money to have someone lvl there guy from 1-50?

    Edit: And yes I have looked through the rules of conduct and unless I missed it I didnt see anything regarding the issue, the closest thing I saw regarded account sharing, which seemed like a gray area.
  3. Edit: Alright just downloaded the I16 beta update and I know its the one im using cuz I can make tankers with Electric Armor. Yes i was looking at dps not dpa. I have no idea what you're looking at, everywhere Ive read and all the katana builds Ive seen for pvp have used Gamblers Cut, for the reason that it has better dps, which makes sense as the attack has a 40% faster recharge rate, I know dps is more complicated then that but I dont think im seeing what you're seeing...


    Wasnt aware you could get phase shift as a temporary power, does the temp power also add the +stealth for 2 minutes afterward? That +stealth from phase shift (that lasts for 2 mins so at 77 second rech I could have it permad) brings my stealth to 20 less then the cap, 1133.

    This is pvp correct? I realize theme doesnt mix well with pvp but this reall isnt entirely theme oriented besides just going for increased stealth, which really doesnt upset the build all that much. Going for perception cap is entirely useful in pvp, you could argue going for stealth is too even, so in that sense this still has the same goals as any other pvp build.

    I checked in mids, pvp mode, with dps, and Gambler's Cut has a dps of 85 compared with Sting of the Wasp at 72, this is precisely why I chose Gamblers Cut over Sting (with the IOs but wouldnt matter either way).

    I guess I exaggerated, the only part of this build that could really be called theme centered is the stealth, and arguably thats pretty useful in pvp, esp as it leads to phase shift...

    Stealth cap on my hero with invisibilty and +stealth IO is 911 ft. A villian with one +percp power would bring their perception to 800ft, 900 if they had the +Percp IO. That means I would be stalker-like invisible to every single villian that didnt have that +percp power AND tactics/focused accuracy in mace mastery.

    Rethinking this im considering going forward. Would just like to clarify for everyone that didnt bother to open up the build that the only thing "thematic" about this is only pretty much the concealment pool and the +stealth IO, which again, would seem pretty functional in pvp.
  5. Hm I was kind of going for a stalker-hunter kind of build, or I would kind of play this guy like a blueside stalker almost...doesnt seem like the idea would work out too well though, might just go for a stalker
  6. No advice? Should I even bother going for stealth or will every villian be able to see me, i wouldnt think villians go for perception much...
  7. Ah seems like a lot of work. Well at least anyone with this same problem will have something to refer to if they really want to see a build, thanks for your help.

    Edit: Also came across this solution which seems a lot easier, dunno if it would apply in all situations but for the build in the link I gave, it works perfectly.

    This isn't quite true, if you fix the URL and then open it in a browser it will still work.
    Here are the steps needed to get them to work:

    1. Right-click the URL and select "Copy Link Location"
    2. Paste the URL in Notepad (or any text editor)
    3. Replace all "&" with "&"
    4. Copy and Paste the updated link in your browser

    It's a bit of work, but the links still function fine after following those steps.
  8. Thanks I appeciate you putting it into an accepted format, how the heck did you get that out of the link though? Is there a tool that I can use in the future when I run across this same error (whihc I have many times) so I can get the data chunk like you just did somehow?
  9. Alright heres a build I cooked up for one of my ninja-like scrappers. As part of the theme perception is capped and invisibility is capped as well (so the Concealment pool and +Stealth IO are keepers.) Besides that Im just going for the general most damage, best resistance, and best regen that WP scrappers aim for. Any tweaks or advice you have are recommended. 642% Regen (607 w/o the two +Regn IOs), 177% Recovery, +86% Accuracy. Anything that would cheapen the price and still maintain the value of the build are always welcomed as well, trying to keep budget under control.

    Edit: I know I would save signifcant money by replacing the two Regn IOs in Health with two regular Heals - Regeneration would drop by 40% though, dunno if its worth it.

  10. Do most stalkers have above 911 ft perception (invisibilty[611ft] plus invis-IO[300ft] - the stealth cap for heroes)? I would think one of the best ways to hunt or gain an advantage over a stalker is where you could see them within 10 feet, but they cant see you at all, if its true most stalkers dont bother with perception at all.)

    Including the stealth bonus from a recent phase shift (last 2 mins after shifting), a hero could get up to 1133 stealth, which is 10ft away from stealth cap, so even if a stalker had max perception (doubtful-rarely) in this situation they could only see you 20ft away.

I cant belive im the only one with this problem, Ive come across a lot of links like these and it seems to be a rpblem with the links themselves, not actually opening the file, it just cant find the file to download at cohplanner.
  13. Im having problems opening up some builds (such as the ones on the bottom of this page http://boards.cityofheroes.com/showthread.php?t=135036.) I have a feelings its due to the new coh-boards formatting change or something...

    Anyways when I click "Click this DataLink to open the build!", I get an error from cohplanner.com telling me "Error Downloading File!" Is this a bug everyone knows about and theyre trying to fix or is there some easy way to get past this? Im having a fine time opening up other builds, when they give a code it works fine to, the issue seems to be when the only option is downloading from the datalink thing.

  18. I think the section thing is the issue, it appears that I only have one open, but im not certain on that. I dont know what chat tab you're refering to, the chat box is open if thats what you mean...

  19. Maybe I unknowingly tweaked some setting sin options, but for some reason I cant seem to send/receive any general chat or messages when in Team or Local mode, I can only talk in broadcast mode. I can type into that chat box fine, but if im with a team and i press enter in team chat the message doesn't show up, it doesn't go through it seems, and I cant see chatter from teammates if theyre talking in team chat. Anyone know what could be causing this?
