CoH Policy/Rule Clarification

Not sure if this is the proper forum to ask this in but it looked the most appropriate...
From the enormous amount of spam emails that I receive advertising this service, does CoH specifically outlaw or ban power leveling services, where a player pays real-life money to have someone lvl there guy from 1-50?

Edit: And yes I have looked through the rules of conduct and unless I missed it I didnt see anything regarding the issue, the closest thing I saw regarded account sharing, which seemed like a gray area.

Yes, the EULA bans selling in game services, or assisting in selling (i.e. buying).

i16 includes new anti-spam features that should greatly screw over their ability to be scumbags.

Edit: Here's some quotes... from the Rules of Conduct:
Quote:
10. You may not advertise the intent to or commit the act of buying, selling, trading, sharing, or transferring access to any City of Heroes account.

11. You may not advertise the intent to or commit the act of buying or selling items for cash or trading items from one server to another.
And from the EULA:
Quote:
You may not sell or auction any Game(s) accounts, characters, items, currency or copyrighted material for real-world money or items or services of any value, nor may you assist others in doing so.
It's pretty freaking explicitly against the rules, and any account caught involved in such activity is immediately banned.

On the other hand, paying in-game currency (ie, Influence/Infamy) for powerlevelling services seems to be totally acceptable, provided that the powerlevelling doesn't make use of exploits or other actions that are against the TOS and/or EULA.

Yes, simply paying inf for powerleveling in game (as long as you don't let them use your account or anything) is perfectly fine. The devs do try to curb the frequency, but their actions usually amount to adjusting missions rather than taking direct action against players (the devs also point out that if you pay someone to PL you, and they don't, you're on your own).

Yes of course, Ive been in Atlas Park long enough and seen the message "2 mil for 54 boss run" enough times to assume that it probably isnt against the rules, just discouraged. Well thanks for clearing that up.

As long as the transaction remains in-game currency for in-game services or items it is not violating any rules. That said, if you pay someone 5 million influence to PL you and they don't, you have no recourse, you just lost 5 mil. The GMs can't and won't make someone give you your influence back, because you gave it up of your own free will.

The instant real money comes into it (unless it is a service or item pack from NCSoft itself) it is a bannable offense. Interestingly enough, a lot of the accounts you're getting spam emails from were stolen from someone who paid real money to have their character PLed. Not only did they NOT get PLed, but they effectively paid someone to steal their account.

And I hope those people get their accounts banned.
