Interesting ideas. Some general thoughts:
Commander:
I think this could work reasonably well. My only real suggestion here would be to make the pet sets variants of the MM sets rather than completely new. From a development point of view the pets in these sets are very resource intensive to create (which is why there are so few sets relative to the other types) so I would say MM bet sets where the three blast attacks are replaced with appropriate buff/debuff powers would make more sense.
Saboteur:
Again this has the problem of needing unique sets, admittedly like manipulation and assault sets they would draw heavily from other sets (therefore reusing art resources). However from a balance point of view I don't really see it working. Melee sets are all paired with armor sets for a reason. Melee characters take more damage and are subject to more mezzes. Note that both Dominators and Blasters (who have both ranged and melee attacks) get at least limited mez protection. -
@MeanNVicious: Heck, from what you discribe it could well be an offficial policy designed specifically to disrupt AFK PvPIO farms. I know a dev (Castle?) mentioned that they wouldn't even consider raising the PvPIO drop rate until/unless they could prevent AFK farming. So I could see this being thier attempt to do just that.

Actually the Defiance bonuses from all three interruptable powers in Devices are bugged (but in our favor). Since it's interruptable the bonus kicks in once the interruptable portion of the animation ends (about 1 second before the animation ends) but the defiance duration is based on the total animation time so it lasts for about 15seconds after the animation ends instead of the 7.5seconds it's supposed to last. Hardly game breaking but still better than it's supposed to be.

Which serial code did you buy? My guess would be either you bought one for an EU account or you bought a time card code instead of a game code.
The error message says that the code itself is valid but cannot be applied to your account. I can think of three reasons for that:
1. You bought a code for the wrong region
2. You bought a game time code which requires you to have a full account first
3. You bought a 14-day free trial code (yes, apparently this 3rd party website sells those and that alone is enough to make me VERY suspicious of them).
I would check the email they sent and see if it says what type of code they sent you.
EDIT: Based on your last post the answer is number 2. You need to upgrade your account to a full account before you can apply a game time code. the third party website sells the CoH Good versus Evil edition but are apparently out of stock so you'll need to get one from a different source (either the NCSoft store or another vendor).
EDIT2: Also, NCSoft won't give you a refund since you didn't buy anything from them. You'd have to talk to the third party website and given the nature of their products I strongly suspect they have a no refunds policy. -
Honestly I think you're in the minority. I would still do some AE with no rewards but it would be solely for things like like testing builds or missions where I mindlessly mow down hordes of low level minions for giggles. Story is nice but if I want to read CoX fanfic there are much better options than the AE. Story + Rewards make the AE worth doing.

In a perfect world you wouldn't need to. AE missions would award fair rewards no matter what you did. In this world, it's definetly something to consider .

Well yes, the different ATs have different base damages and damage bonuses that is clear. Corruptors are not supposed to deal Blaster level BASE damage (BU and Aim are irrelevant for this). Now obviously in some cases they opt to leave the pseudo-pet the same for ease of porting but in this case they made a new version of the pet and did not apply the modifiers. So the question becomes why did they not apply the damage modifiers to Blizzard? In fact from looking through the powers I'm going to expand this and say why did they not apply this to ANY of the Corruptor blast powers with pseudo pets? They made new versions with Scourge but they all seem to deal blaster level damage.

Yep, the stealth IO combined with one of Super Speed, Cloaking Device or Stealth will make you invisible to most NPCs (Rikti Drones and a few others are exceptions).

The same thing happened with Rain of Fire and Ice Storm, and Rain of Fire even gets extra Scourge damage (the Scourge ticks are twice the damage of the base ticks, so it does triple damage while Scourging).

Yep, the FFG is the big reason to play Traps for a solo Defender. It provides 20%ish defense when slotted and protection from Hold, Immobilize and Stun. The only other Defender that can do that is Force Field and they are much weaker offensively.
