The formula is:
RechargeTime = BaseRechargeTime / ( 100% + Buffs - Debuffs )
So filling in the blanks...
RechargeTime = 100 / 100% + 10 - 0)
90.909 = 100 / 100% + 10 - 0)
With 2 +10%s...
RechargeTime = 100 / 100% + 20 - 0)
83.333 = 100 / 100% + 20 - 0)
There's also a cap of 500% (or +400%) recharge.

Yes, the global recharge amounts stack, but Recharge does not act in a straight line . . . as you get more and more Recharge, it does less and less. I'm sure someone can post the formula used. (Edit: whoops, somebody did)
Stacking Global Recharge is key to making a "Perma-PA" Illusion/Radiation controller, or many of the other best builds in the game. Hasten gives about 70% recharge when active. Accelerate Metabolism in the Radiation Emission power set gives 30%.
(Not all the purple sets have that lovely 10% Recharge.

The very rare purple IO sets all boast a 10% global recharge to all powers.
So, without hasten, an unslotted power that recharges in 100 seconds, will now recharge 10% faster, in 90 seconds. That much I get. (10% of 100 =10; 100-10=90) Suppose I have two very rare purple IO sets - this same unslotted power that recharges now in 90 seconds, with the second set, does it now recharge in 81 seconds, or 80 seconds? Or none of the above? I realize that this 1 second difference is meaningless, I only use that time to make the math easy. I'm thinking about the longer recharge time powers, like blizzard. Oh, one more question - is there a cap on recharge reduction? |
This goes by bonus name, the purple set bonuses are named Ultimate <Aspect> Bonus, which is different from a small, large, etc. <Aspect> Bonus
The formula for recharge is:
Base Recharge/(1+Buffs) = New Recharge (Buffs include recharge slotting)
For the example you gave:
100/(1+.1) = 90.9s
100/(1+.2) = 83.3s
The recharge cap is +400%, including all buffs and enhancements.
So the recharge at the cap is: Base Recharge/5
Its additive not multiplicative. However, 100% recharge bonus only halves the recharge time of a power rather than reducing it to 0 seconds so the math isn't exactly as you're suggesting.
I believe the formula is power recharge/(100+recharge bonus/100)
So adding 10% recharge bonus means a 100 second recharge would recharge
100/(1.1) = 90.9 seconds
Adding 50% recharge bonus means
100/(1.5) = 66.7 seconds
Adding 100% recharge bonus means
100/(2) = 50 seconds
Adding 200% recharge bonus means
100/(3) = 33.3 seconds
So you can see there is a pretty quick law of diminishing returns as you raise recharge....and yet its still one of the most powerful means of increasing all your powers at once.

Also since I don't believe anyone has mentioned it Global Recharge and Power specific recharge enhancements are added together in the formula Kitsune gave above.
