Befire I used to see "We need a Stone Tank"
Seen requests for all the Defenders Primaries EXCEPT Trick Arrow. Yes, this means I've seen people request FF and Sonics. Though Cold Dom is usually in the same line as FF.
Never heard of anyone specifically asking for anything melee.
Lots of "Need a Tank" but no real powerset asked for outside of times they think they need a Stone Tank. -

I'd say go claws/ela Brutes.
Regardless of the fact that Claws may or may not be better on a Brute or Scrapper (and last I knew Scrappers was better ST DPS, Brutes were better AOE...but regardless...) there's ELA.
ELA is just better on a Brute.
*Fury effects the damage of Lightning Field.
*90% Energy Resist vs 75% Energy Resist.
*(Optional)You may prefere to have a taunt aura.
Build for softcapped S/L Defense.
On my FM/ELA Scrapper (using Cardiac and building on the idea of S/L Defense and then all the resists I could get, with some decent +RCH) I'm pulling off...
66.8% S/L Resist, 53 F/C Resist, 75% Energy Resist (this would be 90% for a Brute), 38.2 Negative Resist and 34.5% Psi Resist.
that's impressive numbers imo, backed up by 45% S/L Defense, and +/- 20% Defense to everything else. It's great!
Going for Incarnate abilities, you grab Barrier, and you have 90% Resists going for you some of the time, while always sitting at the above resists with an additional +5% all the time.
And if they keep the AT specific IOs as we've seen them, I'd grab ahold of that, replace the Obliteration I have in one power, and be sitting at better S/L Defense/Resists and +RCH.
The AT Specific IO Set for Brutes I think would put the build I'm using for my Scrapper (so obviously the build is easily used for Brutes) at 74-75% S/L Resist without Barrier in effect!
That's just sweetness right there
Now add on ELA's Slow Resist (40%, that's better than SRs) add a Winter's Gift for an additional 20%, and no worries about END Drain!
The only thing I could say to make the Claws/ELA Brute combo better, is to switch out Claws/ for a Primary with no redraw issues
[Edit] Sidenote...this is purely from a numbers perspective. From actual gameplay, I still prefere Scrappers

Wow...your attacks are really underslotted, your end use doesn't look good at all. You have no real need for Hasten in a DB/WP build.
But I'm mostly worried about the enhancement slotting. It's like you went purely for defense at a major decrease in your damage capabilities.
I exempt often on my DB/WP as well, I only use Nimble Slash for when I exempt, as I don't have 1k Cuts like you do in your build. You sau you like the combo, but they're really not all that great, and you could get by with Weaken/Empower and just grab Power Slice for the Sweep combo, and grab SoW (I find it handy to have myself).
Now here's my build (though I think the ingame combat window shows my E/N to be a bit higher than Mids is)...

This is more hit points, more regen, and better end recovery than the posted build, while only really losing a bit of E/N Defense. Done some pretty awesome things with this build, and there's of course room for changes to make it cheaper or what have you, as part of my build is built to exemp down to level 30 and maintain all set bonuses.
I'd work in a bit more +RCH to achieve the Blinding Feint -> Attack Vitals -> Repeat for hard single targets, and just avoid using Hasten with the build.
I took confront specifically for the animation and to hold Recluse's attention on the STF, since you don't want that power, grab Assault for more damage
No Hover, grab 1k Cuts.
If you plan to use max level enhancements, I bet you can get by with 1 LotG +RCH and 1 Enzyme HO, in the defense powers.
Something like this (still expensive and something to work towards, but again no idea if you're willing to hero tip/get lots of influence/what have you for your build) may be what you're looking for.

Tim Curry I enjoy, but often times he seems to be about the same character in different roles (a complain from some people in this thread). I mean, Clue, Monk, McHale's Navy, Oscar...felt about the same to be, even if I enjoyed him in all of those. -

Keanu has actually shown he can play the ranges, but he either chooses roles where he doesn't have to, or people are calling him for roles he can play himself.
This isn't bad per se, as that's hwo a lot of actors are.
Al Pacino, Robert De Niro, they've been playing themselves for quite some time.
Harrison Ford has been as well.
Sean Connery before he retired, I'd say the same thing.
WIll Smith should be on that list as well.
Steve McQueen seems more like a favorite than anything else imo, but maybe I just wasn't all that impressed with all his movies? I do think The Great Escape is a classic, but it was much more an assemble cast as well.
Kinda suprised by Charles Bronsan on the list, but he's another that's always felt like he was playing Charles Bronsan, so for people to say Keanu plays Keanu, I'd disagree with that being something to keep from being on the top 100 list. -
I don't know if that's barbarian style or not Sam, but I can say I would love for that to be a costume set in CoH. Even having the gloves mismatched like that as part of the set.

1) Keep game mechanics out of the lore. This includes such things as enhancements, inspirations, salvage...ect...
2) Keep the same art style. This is why I l love CoH over any og the other superhero MMOs
3) Do away with ATs. Make it so weapon based attacks flow nicely into the next. This will allow people to use weapons and elemental powers without worring about redraw, while also allowing for more well rounded concepts. Maybe someone wants a Fire Blaster who also uses a sword? Or a weapons master. Ect...
4) Set it up as the difficulty we have now. Yes. On just SOs, one isn't going to be soloing AVs. But throw in IOs and an effort to build one's character for such feats and it becomes possible.
5) Make it so all GMs are team events. AVs = things to aspire to. GMs = OMG the city will be destroyed calling all heroes (now the more IOed out the heroes, the less heroes one would need obviously)
6) Fix the lore
7) Better character creation. Get some assemytrical pieces in there.
8) Either start it out with heroes/villains or just keep it heroes! Putting it in later leads to it not working imo. -
What worked for me...
Hover + softcapped Range Defense, and high Melee/AOE (I don't recall if I had it softcapped or not).
That plus -tohit, and I didn't have the problems you seem to be having. Plus that gave me more Resists, as I took a resist shield instead of a +Defense toggle shield.
With all that, I hardly noticed getting mezzed at all, and that was with a lack of any KB resist IOs as well. -

I would have prefered to see the same character in a completely new and innovative role rather than just assuming the identity of a long time favorite. If we are going to bring minorities to the forefront in comics, it should be on their own merits, not force those characters to retread old ground as a "replacement".
Everything about this stinks.
Spawn, black hero, still around! Had a bad movie! Still around! Shadow Hawk was another, but I don't know if that failed due to the creator or sales. I know it was one of my favorite Image comics.
They're taking what could be a cool character and already saying, "We don't think we'll get any sales without name recognition." -

Time being messed up and policed by 31st century people can ONLY police event that take place AFTER the point at which the originator of the temporal problem occurred. Time travel that originate BEFORE the 31st century is not handled by the temporal police because to them those time alterations were meant to and had to happen from their perspective.
The only events that the temporal police have to account for are actions taken by beings that traveled backwards in time after their establishment. In this way no other time travel story has to be accounted for.
Though really, didn't all they really do is record the why and that was it? -

Two movies I'll throw out there, very similar to each other actually.
"Cannonball Run" with Burt Reynolds, Peter Fonda, Farrah Fawcett and many many more.
"Rat Race" - not as star-studded as the above, but John Cleese, Seth Green, Cuba Gooding Jr (when he was still respected) and most importantly (to raising my hopes) directed by Jerry Zucker. It just didn't work.
Now that said, Speed Zone, a cannonball run movie without being cannonball run, had some popular actors, but I don't know if I would call them all great, but it was the same thing, known actors getting into a cross country race. -

Kinda. When I was younger, back when there was just TNG and DS9, I had thought of a ST series where it basically had the Federation in pieces and the galaxy torn asunder to give it more of an old west feeling.
Of course, my idea of a cast didn't include all young cast, infact I had the idea of Barclay being the cheif engineer on the ship (because I just loved Barclay

Masterminds. Don't care how much AWESOMENESS they can do. I just find them boring. And with my Demon/Dark IOed out MM at 50, I know they can be awesome, but...agggghhh! Sooo boring. I have concepts for MMs, just can't play em.
Kheldians. Still the only ones I need to get to 50 to have one of every AT. I see what an awesome WS can do but I still find myself going "meh" and PBs while I love the look of them, even with the buffs (and much needed imo) coming for them I don't find it enough to make me want to keep playing it even though I love my concept for the PB (and yes it's a kheldian concept >_>)
Stalkers. I love the concept of them! LOVE! Sadly, they don't play out to my expectations. I'm doing less damage than my scrappers, without the survivability to match it (this is based on an equal build on my scrapper and stalker). Increase damage, and I think I'd love this AT beyond just the concept of them.
Tankers. Low damage. *Sigh* I see they're improved. I'm just a scrapper type of person though.
Defenders. I know solowise the Defender really isn't that much lower for general missioning than a Corr. So it's not the lower damage that really frustrates me with them. It's having the blasts as a secondary! I want to blast things! I want my awesome blasty powers sooner!
...note this is all just my opinion on playing the AT themself, not with teaming with them.
As for Powersets...
MM Power Sets, Kheldian Powersets, and Stone Armor, most because I hate using Rooted and getting so slowed down! Getting rid of that slow effect, but possibly keeping it to like Grounded (stay on the ground...or have part of the mez protection always on, but the KB/Immobilize/+Regen ones needs to be on the ground to have he effects), would vastly improve the playstyle of this set to me.
