I believe Marvel is re-instating it in some of their titles (ex. Daredevil), but DC nixed it a long time ago.
Too bad, the exchanges between James Robinson ("Starman") or Garth Ennis ("Preacher") and their readers were priceless... -

So why do people phase out?
If you are standing in phase zone A and your partner runs into phase zone B, you're technically in two different periods of time, even if that's not the case, if you want to understand you'll have to take my word for it now. In the pictures you showed before, the first picture was you right at the edge of a time barrier, when you cross the barrier without your partner, whoosh. You're in a different time now.
Looks like the ChronoPsychoMetron is back, screwing with peoples' heads.
Another way to think about is that it's not really different periods of time but different parallel universes with identical architecture. Except one has hellions running amuck and another, the PPD have a secure presence. The difference is whether a hero such as yourself ever bothered to clear out those hellions or not.
It's times like these that I'm glad I understand the complexities of time and space.

Ahh, have you considered taking a 'Secret Santa' approach instead? If you want to send the same cards with the same wishes to everyone else, that's cool too.

Yes, it is totally unnecessary, but I guarantee a few people have come across the random costume, and found a piece or two that they may otherwise have overlooked.
I actually *saved* a few of those random costumes before hitting the "Clear" button - just to be able to tweak them to my liking later.

I refuse to grind and I only have a few hours a week to play, if at all, so I'd rather do stuff that I know I will enjoy (like those lower-level story arcs I missed) then cooling my heels waiting for a Trial to start, THEN get lost in the masses without a clue as to what's going on.

The Trials are the resolution of all the problems we've been show in Praetoria - the entire storyline there has been building up to them, right form the GR tutorial, through Praetoria City, First Ward, and Tyrant's invasion.
And once the Praetorian chapter of the Incanrate storyline is over, we'll start the Coming Storm chapter, with more Trials for the big story moments as we try and save the multiverse for a second time.
