You can also go to your active contact list and there should be an option there for Siganture Story Arcs which allows you to begin either arc without going to the contact first. If the SSAs aren't available in your active contact list and you're a VIP, then something is definitely wrong.
The Atlas Park SSA contact that is active is Wavelength. The other one, whose name escapes me at the moment, is the contact for SSA2.4 and is not active yet. They do that sometimes, the NPCs being inserted into the game world without their arcs being active.
Basically, go to the chick behind City Hall. if you're talking to the dude in the Pith Helmet south of the AE building, you're talking to the wrong guy.
Just use the contacts tab myself. Lots for new stuff comming that isn't enabled yet so this is no surprise.

Thanks for the replies folks. I've completed the second arc, I though the rest of it was done already. Is there another arc after the second? I've got nothing else I can do here.

I have recently run the SSA1 parts 1-6 and I'm loving it. Just need to do part 7 and done, then move on to SSA2. Plus if you finished your morality mission, you get hero merits for completing each and if you are incarnate, you can get incarnate bonuses. Win-win.
SSA1 had 7 episodes, SSA2 will have 5 - the release schedule is based on roughly one episode a month, with a longer break between each series, so once SSA2 is finsihed, SSA3 is unlikely to start the following month.
