Is the Spring Fling supposed to be (partially) active?
They're also available on Beta, which is where I first noticed them.
And while the contacts may not be active, I did see Mercedes Sheldon hanging out in Pocket D. I forget what role she played, but she will give a sort of "inactive contact" message when you talk to her (I forget what).

She is there in Pocket D becasue she is used for a Semi-New Story Arc that can be access by Heroes and Villains in Pocket D....its in that same story arc chain that the War Witch in Pocket D is also utilized.

I asked, and there should be an official announcement about the Pocket D and Roman costume bundles next week.
As for Mercedes Sheldon appearing in Pocket D, Desi_Nova is correct, she's there so that Villains can speak to her when doing the Night Ward arcs.

I noticed on Tuesday that the Pocket D Costume Bundle (and its component pieces) were on the market. I was under the impression that these were supposed to only be available during the Spring Fling, but I assumed that they had just been re-released.
However, today, I noticed Sela Vermont on the list in the Pillar in Ouroboros. I ran around a bit, and she isn't in Atlas, nor are any of the Spring Fling NPCs in Pocket D, but I was able to take and run the mission via Flashback - I had to call her, like you do when doing the old Posi TF, rather than going in person.
I don't remember ever seeing Sela on the Flashback list, so I'm not sure if she's supposed to be there or not. But I was sure she was supposed to be there during the event only. And opening events out of season is usually accompanied by some form of announcement.
So, are the costume pack and contact supposed to be active, or did someone click a wrong button while turning off the Summer Event?
