Gaussians Proc and coming Proc changes
gaussian proc can and will stack with aim/build up as it is a different power
when the gaussian proc goes off it gives your character [boost up] which is the same stats as build up but it only lasts for 5 sec
i currently already have the guassian proc slotted into aim for my archery cold toon, but it is not very effective with the current proc system, i only seen it go off maybe 3-5 times total since its only 5% chance every time i hit aim
when the change happens it will most likely be 1 PPM (which is the value of the store bought version) which will give it a 90% chance to go off when i hit aim (since procs will cap at 90% chance to go off even if the PPM would say that it should go off every time)
Aim and Build up have a 90s recharge. The upcoming proc changes make procs calculate their chance based on their Procs Per Minute (PPM) value. PPM is calculated based on the slotted recharge of the power. Recharge from set bonuses, buffs, etc do not alter the PPM calculation.
If you slot 66% Recharge Reduction (Two SOs) in one of these powers, the recharge will be about 56 seconds. If the proc gets rated at 1 PPM - which people are currently assuming will be the lowest possible value - that recharge time will give it a proc rate of about 90%, which is the cap - the changes will prevent procs from being able to attain a 100% proc chance.
That means that the proc will fire almost every time you use Aim or Build Up, which is why people say that it will be good in one or the other. The proc can be slotted in either and will be excellent in both (pending special cases, like the KB>KD proc in certain powers).
People are probably saying Aim because Aim alone is enough to give enough ToHit to make snipes fire instantly with the upcoming Snipe changes - but Aim doesn't give as good of a +Damage bonus as Build Up does. By putting the proc in Aim, you can get the +ToHit for insta-snipe and the damage bonus of Aim and Build Up combined all in one power, instead of using Aim, wasting almost a quarter of its duration on Build Up, then using the Snipe.

According to the original explanation given PPM values will increase by 25% in I24 to partially compensate for the lowered proc rate due to recharge. So Gaussian's should end up at 1.25 PPM (the attuned version is at 1PPM ATM) meaning that it will have a 90% proc rate unless you have 114% recharge in Aim/BU (which means an Alpha Boost although I'm not sure if recharge from those will count for proc rate or not).

it still means it's going to fire off far more often than not when you hit the power. Which is way more than it tends to go off now.

Even with a Spiritual Core Paragon, you'll pretty much never get above 130% slotted recharge, for a proc chance of 1.25*(1.07+90/2.3)/60 = ~84%. So, even in the worst possible case, the proc chance won't dip much below 90%. And even 84% is a hilariously huge improvement over the current 5%.
Of course, the PPM version of the Gaussian proc seems to be stuck in beta limbo, and could very plausibly have a different PPM by the time i24 reaches the live servers.
I've heard several folks state that with the arrival of the anticipated proc changes that Aim will be a great spot for the gaussians proc.
If that is so, would Build Up be an equally good spot, or is it coded somehow that the Gaussians Build Up doesn't stack with a normal build up. Obviously the steath procs stack with Stealth (but they obviously can't be slotted in Stealth itself).
As near as I can tell, the Gaussians Proc could/can be slotted into build up.
