Knockdown is knockback, but on a below 1 scale.
And it'll only do knockback to something that cons below you or something that's particularly weak to knockback.
Well, that depends on your enemy. If they con White or better, or if they are a Boss, then you would Knock Down. If they con Blue, Green, or Grey, then your 0.68 Knockback is stronger than they are and you can boot the puny humans across the street, all accidental like.

Also some enemies are more vulnerable to knockback, in particular CLockwork will generally get knocked back by knockdown.

Quick Strike's magnitude is .7 so it's going to be knockback, not knockdown, but it's going to be extremely short range, little more than flopping onto their back. (The lower the magnitude above .67, the less range they get knocked.)
It's also only a 25% chance, so it won't happen all the time.

According to ParagonWiki, the threshold is around .75. So Quick Strike should be knockdown, unless it gets boosted.

Combined with every other reference on the board that I can recall mentioning .67 as the threshold, and the OP's mention of quickstirke, I think it was simply a case of it was last changed when we didn't know/the person changing it didn't know.

Normal knockdown powers (mag .67) don't turn into knockback against -1's, which means the threshold must be above .67*1.11 = .7437. My Stalker's Quick Strike doesn't do knockback against +0s, but DOES turn into knockback against -1's, which means the threshold is no higher than .7*1.11 = .777.
So, yeah, it's somewhere between .7437 and .777. .75 seems likely, being a nice round number. It's definitely not .67, in any case.

What's most annoying about it is that level 50s are -1s once you get your level shift. Having such a basic staple attack randomly doing KB is a PITA. All of that likely because of an oversight - IIRC no other similar ST melee attack with the stated intent of knockdown uses anything but 0.67.
Nope it incorrectly has the wrong modifer, it should be 0.67 but someone put in 0.7 creating a KB power vs -1s

It says that it does knockdown, not knockback.
But...instead it does knockback, why?
in description it even says knock foes down
under detailed info it gives 25.00chance for 0.70 magnitude knockback on target
Why can't we get knockdown IO sets, we have enough knockback
