Also: what server, and what times, do you play on? That will effect your "lag."
What are your graphics settings in the game? Are they turned all the way up? Or set to some medium level? This will also affect "lag." Try turning the graphics down to "performance" and see if that helps.
Personally not great at hardware stuff, and you may want to consider also posting this in the Gameplay/Tech Issues Board since most of the people who do hang out up there and could likely give you better and faster advice.
But just looking at it, its an i3 processor, which is the low-end of the intel core processor family. Not sure if that processor isn't capable, it very may will be, but it also could have issues keeping up in heavy areas especially with ultra mode.
Also, it looks to be intel integrated graphics. Not the best video card out there. Pretty sure it will have issues trying to run ultra mode. First thing to try would be to turn down your graphics settings and see if that makes a difference.
From your descriptions it sounds like its more of a 'my-computer-can't-keep-up' lag issue from your descriptions of the choppiness. If its a network thing usually the graphics are choppy and you rubber band and such. But as said before, the more technical people would be in the forum section linked to before.
The problem could also be with the OP's internet provider. Another player is reporting having similar problems with choppy/stuttering lag after switching to Comcast.

Just realized something.
He/she could be calling "frame-rate stutter" "lag", which is a common mistake among the technical newbies.
That would make sense with the "Intel(R) HD Graphics" in the partial report above.
Maybe the computer is just not good enough for CoH.
Hello everyone, I'm actually brand new to this game.
Firstly, I would just like to applaud this game in every way possible as it's brilliant and haven't had as much fun as I have on this before in any other MMORPG.
Anyway, my problem is that I have really bad choppy lag. It's the most annoying lag of all, the lag which seems to make everything look slow and doesn't run smooth. I can use my spells, i can move around etc but its not smooth as its constantly feeling like there is a delay.
My computer spec and stuff is posted below, I used the CoH helper diagnostic thing so it should be ok.
Thanks, any help to make this lag go away would be great so I can get back to experiencing this amazing game
