The cheapest way is to buy a lot of paragon points. (You get tokens for the amount of points you buy, and the more points you buy, the less the individual point costs.)
The developers intended the paragon points for multi-month subscriptions to be awarded at the time of purchase; unfortunately, that didn't work for some technical reasons. So, if you subscribe for half a year, you do get six paragon tokens over those six months, but only one per month.
If you unlock Celestial Armor before i23 launches, the costume pieces will remain unlocked for your characters even after the Celestial Armor reward has been replaced by the Mecha Armor reward.

Awesome. So paragon point purchases apply straight away?
And is there a form or page I can view to see "Buy X points, get Y tokens"? Edit: Nevermind, found it on the wiki.
There's usually a short delay between buying points and getting the tokens (a couple hours, tops), because the account database doesn't necessarily sync immediately. Logging out and back in should force it to update IIRC. But yeah, basically straight away, you don't have to spend them first.

Also, just to make sure it's clear, you do not need to place anything in the repeatable tier to get the VIP Tier stuff.

B) You get 1 token/month (at the end of the month) for 12 months if you buy a year's VIP status. It is less expensive than buying $15 of Paragon Points per month though.
C) You retain anything you have unlocked. You can find out all Paragon Market and Paragon Reward items you have unlocked by using the /mypurchases command (for more info see this guide: A guide to finding out what you have unlocked from the market)

Howdy there, long time player, looking at coming back to CoH after a while.
Apparently I have 20 of these reward tokens, but I want to bump myself up to Tier 9.
So, I have a few questions:
A) Cheapest way to do this? I'd prefer to add VIP time though.
B) If I say, bought a year, do I get access to the entire bundle of tokens, or are they dished out at an interval like the old vet badges?
C) If I buy something like the celestial set, and it vanishes with the next issue for mech armor, do I still retain celestial?
