PPPs (Expanding and Contracting)
Interesting proposal, with a bit more thought it could yield something. Though at the moment, there's simply not enough signature NPCs and in some cases, a lack of enough signature powers to make PPPs off of some groups.

Initially, I would reserve it for high level and multi-level NPC groups; as they tend to have a larger pool of backstories, potential henchies and powers to pull from... And then possibly, as interest and resources permit, start filling in the gaps with some of the smaller groups)

While I have no problem with the suggestion per se, I really feel that more canon-specific power pools are the wrong way to go, since they restrict people into having to fit with a specific faction's narrative if they want a specific look or mechanic. Personally, I feel Epic Pools were the way to go, since those present generic powers that the player can subsequently explain away with his or her own fiction.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

People continue to complain about how Patron Pools tie you to a group (if they don't like ignoring it outright)...so why make more of them that tie you to anything?
Just make more Epic Power Pools that aren't covered by the APPs or PPPs.

While I liek the idea of more pools, I don't think any of the NPC groups have powers that are so unique it wouldn't be plausible in a generic Epic Pool. Except maybe Carnies and their masks. But for the most part all of the NPC groups have powers that would work generically.
The thing is that PPP stands for Patron Power Pools, which are given by the Arachnos leaders, and are story-driven to be specific to them. This would be better for the Epic Power Pools

I really think it would just be better to expand the APPs for all classes. There's no reason that all ATs shouldn't have access to (at bare minimum) Fire, Ice, Electric, Earth, Psionic, Dark, and Energy-themed power pools (plus possibly a physical-based and/or weapon-themed pool), especially since none of the powers would have to be new, just copied from other powersets.
I'd love to make an Elec/Elec/Elec Brute, for example, but right now it's not possible (outside of Mu Mastery).

And then improve the PPPs to just be flat out better! You have to do a story arc to get them, make them superior to the APPs (which some might say they already are...maybe even all those wanting PPPs made easier to get).

That is to say, it'd be more expectant to get the Carnival of Light-eque staff powers from a literal CoL patron pool than I would be for a simple 'Magic Staff' epic pool. Because epic pools are suppose to be generic and those powers aren't...and I'd like stories relating to the CoL that I could do to gain access to such powers.
Beyond all that though, I think I only have one character who treats his patron pool as a literal acquisition of resources. Just because the powers *say* you got them from Ghost Widow or Mako doesn't actually mean they handed you a 'Ghost Widow Utility Belt' and now you can use powers like hers...
-Nah, my Draconic Necromancer has always had breath attacks. He didn't gain them from Mako, but he did work with Mako to understand the might of Leviathan because its power was similar to his own.
-My Storm Sorceress gained knowledge of arcane and the power of souls *before* meeting with Ghost Widow. It's just only until then did she need to *use* that knowledge and power because of the foes she was dealing with.
-Meh, my shadow ninja does in fact use Black Scorpion as a sugar daddy. Since he uses more magic and natural fighting abilities, it's good to have someone like BS with steadily upgraded tech to balance him. He mainly uses the tech of the spider robots though.

Right now my main suggestion or want I should say is letting SoA/Widows/Brute/and Tanks get spirit shark jaws for and alternate level 47 power. As well as give scrappers/stalkers bile spray. Man I just love all the leviathan mastery powers.
If possible, could we evolve the PPPs from being based on an individual to being based on a group?
All current villain PPPs would be sub-catted into an "Arachnos" header (for those who ascribe to the Arachnos Way).
But for those that don't, other categories (each with their own sub-cats) could be explored:
Circle of Thorns
Carnies
Freakshow
Tsoo
Family
Pantheon
etc.
With this setup; Hero PP Groups could also come into being:
Longbow
PPD
Freedom Phalanx
Vindicators
Midnighters
etc.
As well as Praetorian PP Groups (assuming that the current story progression allows for it):
Syndicate
Destroyers
Resistance
Carnies
Talons
D.U.S.T.
Seers
PPD
Praetors (or Echoes of )
etc.
In its simplest form; they would be unlockable through representatives of the desired faction at the appropriate level.
