Total Radial Cognitive on my Claws stalker saves me a lot of trouble against Cyclopses with T9 defense powers running

My bots/traps MM loves Cognitive as it is. The chaos it creates is simply glorious.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.
Is it possible to raise the confuse duration of the power or at least enhance the chances of it going off? I find this to be a terrible interface power honestly. I have t4 just to see how it would fair and it was sad. I hardly confused anything in pve and IF it did fire off it was less than 2 seconds...and in pvp its pretty much useless (most likely gonna get ignored but worth mentioning) I unloaded everything i had on the guy and asked him after i killed him how many times he got confused...he said 1 time... im just hoping for some kind of buff for this power.
