Rad/Rad build... beat it up
Are you all-in for the medicine pool? It is a combination I never cared for much on /rad, Rad/ buffers. Especially the interruptible feature makes it less impressive. I dare you to try an alternate build with assault and manuvers to compare experiences. I made alternate builds on my rads for pug groups (more fallout/vengeance please )
I like the power mastery epic powers. Power Build up seems short on slots. I see the high recharge build. Power boosted AM, power boosted lingering radiation, power boosted EM Pulse, oh wait, another discrepancy. I fully understand why EM Pulse is opted out of many builds.
I think you want to stack lingering rad, too. I would squeeze more recharge directly into the build over the 3.75% in the set bonus.
Accelerated Metabolism needs some end mod in there. It's a good quality to boost for the team.
Does the enzyme do anything for the -resist in enervating field? 3 generic endurance reductions would be cheaper.
All the defense debuff, and not a spare slot for achilles heel in irradiate?

I do have EM Pulse on her other builds, one of which focuses more on offence than anything else, so yes, I can see it's value.
Lingering radiation isn't quite double stackable, but it is perma with a .38 second gap...close enough to perma most will never see it drop..
Yeah, I could drop a EndMod in Accelerate Metabolism, but then i'd loose the 8 second stack I can apply to the team.
I never noticed the debuff proc in Achilles Heel... I might consider dropping a Hamio for that one. But to answer your question, the HamiOs seem to boost the defense debuff and to-hit debuff as well, so it seemed like a good choice at the time... dropping one would lower the percentages to something like 33% Defense Debuff and 22% To-hit Debuff.
The build seems to be fairly End Stable, and If i do my numbers right, Pre-Incarnate heals are going to be around 3600 hp/minute if I do nothing but spam RA, post Incarnate (T4) closer to 4200 hp/minute. Honestly, I'm not even sure if that's good... it comes out to something like 60-72 hp/second regen... it sounds good but I'm fairly new to the number crunching game for heals too...

Radiant Aura is among the weaker heals in the game and I would really hesitate to make build decisions around that power for a Rad/Rad. Ultimately it's your character and you should build it as you want to, but that's my opinion. I have a fully incarnated Rad/Rad that's one of my favorite characters to play and I approach his build almost entirely from a debuff perspective, with buffs second, damage output third and heals as an afterthought. I'll throw out a Radiant Aura to top off the team or help recover after a bomb or a nuke has gone off, but I don't think of my character as a 'healer' by any stretch and I think he's stronger for it.
The choice of Medicine has already been mentioned above. It's not something I would ever choose for my Rad/Rad and I'll leave it at that.
EM Pulse is extremely powerful and I would highly recommend taking it. If you pick up the Vanguard Medal accolade (it's a badge thing) it's even more powerful. Using Power Build Up with EM Pulse gives some truly impressive results as well, and has allowed me to single-handedly save my team more than once.
I'd second the recommendation for Achilles' Heel resistance debuff proc, at lest in Irradiate.
Enzymes are wasted in Enervating Field as they are only enhancing the endurance reduction and you can do this better with high-level Endurance Reduction IOs. It's possible that prior to the Hami-O fix they did have some effect on the debuff component, but they certainly don't now. I know Mids is showing an enhancement on Defense Debuff and ToHitDebuff, but that is just a quirk of how it reports those values for Hami-Os. Since Enervating Field has neither of those effects (it does -damage and -resistance, nothing else), you get no benefit from these Enzymes other than the endurance cost reduction. Enzymes are, however, an excellent fit for Radiation Infection, addressing all three important aspects of the power with zero waste.
Lingering Radiation is significantly underslotted for Recharge. You might consider a sixth slot here for a Recharge IO if you are committed to keeping Tempered Readiness here. I realize with your global recharge you're close to perma here already under optimum circumstances, but this is a key Rad power and personally I would try to get it running as fast as possible. This is the power that can change the course of many an AV or GM battle.
I would strongly encourage you to consider Force of Nature, as it is an excellent reserve power for very tough fights. It will keep you alive and keep your endurance coming. I don't use it often, but its effect is dramatic when I do.
I'd also recommend EndMod slotting in Accelerated Metabolism, but personally prioritize Recharge more highly, so I can understand your slotting. I would try to find room for either a fourth slot for an EndMod IO or maybe change one of the Recharge IOs to an EndMod/Recharge IO from one of the sets.

The build above is a lot of fun, and is really fun when on a team with a tanker. I find confront to be a useful for pulling that odd minion that tries to peck at the controller/blaster, you can switch it out for choking cloud, put in a +2 Mag hold proc, and get really some good crowd control out of just one slot. I still need to fix the IOs in swift regarding the fly speed cap update however.
Radiant Aura > Aid Self, Radiant Aura > Aid Other, Mutation > Resuscitate. You could make a case for Stimulant, but be aware it'll be a highly situational power due to its awful animation time. AM already reduces mez durations significantly, so Stimulant is only for prebuffing someone else on the team who absolutely, positively, cannot be mezzed, even for an instant. (For example, duoing vs purples with another Rad/Rad defender.)
Recall Friend is primarily for stealthing through missions or helping slower teammates get to missions when you have a very fast travel power (LRT SS+SJ or Afterburner). True, sometimes someone on your team derps out and gets himself killed far, far away from the rest of the team, but why are you spending a power choice on that guy?
If you're looking for stuff-hit-the-fan powers, instead of Aid Self, Aid Other, or Recall Friend, consider: Vengeance, Fallout, EM Pulse, Atomic Bomb, and Force of Nature. The pairs of Vengeance+Fallout and EMP+Nuke are also a bit synergistic.
Unless you take EM Pulse, Atomic Bomb, or Force of Nature, Conserve Power won't be necessary. AM+Stamina has a crashless build's endurance needs well covered. With a crash, Conserve Power or Ageless destiny is recommended.

Fallout - 4 Dam/Rech IO's and 2 Lyso's make for an ugly Boooom! (specially if Vengeance and/or Aim get fired off first)
Irradiate - In addition to an Achilles -resist (or instead of since Achilles has numerous other potential slot placements), Irradiate will also take Fury of the Glad -resist.
Neutrino Bolt - perhaps the best ST proc cannon out there. Can take an absurd number of different procs including several damage.

I wanted my Rad/ Rad defender to be able to solo so I buffed up her defense as high as I could (actually I should pull some energy def out but I don't want to lose range def). Am I the only one that does this?
For Alpha I'm using Intuition Radial Paragon since I do so much holding (including Ion Radial Final Judgement) and ever other bonus given by this Alpha affects something I have.
I've used boosters on some of the enhancements to eke out a few extra percentage points here and there. +5 levels in recharge reductions in Haste, Dam/End in the 2 attack powers I use alot (Neutrino Bolt and Irradiate), End/Hold in Choking Cloud and End Reduction in Stamina and Assault.
Proton Volley is just in for the fun factor it has. If a fight looks like it might actually be dangerous I open with Radiation Infection followed by Lingering Radiation then Enervating Field. That doesn't leave much time for a snipe power even with my boosted range, you could easily skip this. When I picked up Summon Disruptor I thought it would also be just for fun but this guy does really good work. I've held EBs with his help and he can solo LTs safely. I have to use Lore pets if I want to take down anything above EB though.

Doom, I have a question about the statement re neutrino bolt and procs (still on the new side of frankenslotting)
Neutrino Bolt - perhaps the best ST proc cannon out there. Can take an absurd number of different procs including several damage. Let's see: 1) Apocalypse % Neg damage 2) Gladiator's Javelin % Tox damage 3) Shield Breaker % Lethal 4) Lady Grey % Neg 5) Tempest % End Drain 6) Devastation % Hold 7) Entropic Chaos % +Heal 8) Decimation % BU 9) Analyze Weakness % +To Hit 10) Achilles % -resist Not sure what if anything is in the ATO, too little play time of late. So Apoc Dam, common Dam IO (+/- boosting one or both) and 4 damage procs firing every second or so into resist debuffed targets. Potentially up to -120% from the Rad/Rad alone if I have it figured right (30% EF + 20% +20% Achilles and Fury + 50% Fallout) . Can you say Yummy! |

Yes. Every proc checks independently with each activation of the power (assuming of course that you hit). For low-damage powers, the combined damage from multiple procs can often be higher than what would otherwise be possible by enhancing the actual power for damage, especially if purple procs are used. In addition, you can usually get multiple damage types from various procs. A low-damage, fast-recharging power that accepts many different kinds of Sets is thus a good 'proc cannon' and Neutrino Bolt, as mentioned, is among the best for this purpose.

When looking at using NB with procs I'd usually think something along the lines of Nucleolus, Apoc Dam, Apoc %, LG %, SB %, GJ % . The idea being enough Acc combined with global +acc to make it hit, as close to ED as possible for damage then 4 damage procs (as proc damage is in addition to/unrestricted by ED capped damage).

I don't like to miss so some Accuracy was vital so I feel the HamiO:Nucleolus is a must have. I had to make a choice between the pure damage vs Dam/End from the purple set but dropping the cost almost a 1/3 was too good to pass up. The Apocalypse and Touch of Lady Grey procs are great there isn't any better available and the Achilles' Heel is a nice boost. I have been thinking of replacing the Shield Breaker with the Gladiator's Javelin but that wouldn't actually directly increase the damage so much as change some of it to a less resisted type, and the amount of work needed would be pretty high. If I get enough Emp Merits I might do it.
Another nice place for Procs is Irradiate, mine looks like this.

Years ago, I leveled a Rad/Rad to 50. The endurance issues and poor performance prompted me to put her down and pretty much let her lie for a couple of years. But, she was my second 50 and first Hero Fifty, so I now pop onto her from time to time and try to fix what was a massively -horrible- build.
I don't expect her to ever get the damage output of my other toons, nor do I even want to go that route with her, I'd much rather take her down the healer path. By no means a dedicated healer...cos i have every intention of using the attacks she has, but a -really- good healer.
To that end, I turn to everyone here with more defender experience than I have, check this build and tell me what you think. I've tried a couple of new things for me like totally forgoing defenses for the most part and building for speed. And, i'm not totally sure if the 2 HamiOs I used are good or not either (HamiOs seem to be a confusing thing for me...donno why...but anyway, that's besides the point).
For simplicity's sake, I've turned off the Incarnate slots she has open, but for those curious I currently in game have fitted:
