Weather effects and zone events
Iunno, I'm kind of tired of those zone events that can happen in any zone at any time. Maybe the over saturation of the Halloween events just killed the excitement of them for me.
But on subject, I think awhile back someone asked about this on a Freedom Friday once we saw rain in Who Will Die #5, and it was said they have zero plans to actually incorporate this rain into an actual weather system. And a long time ago during GR beta, I believe, War Witch said they wouldn't work on real weather 'cause it wouldn't actually benefit City of Heroes. Kind of sucks, 'cause it'd be great to get legit snow during the holidays or random showers/storms to add that extra bit of realism and immersion, but hey, what ya gonna do?
I don't like zone events. If the game gets weather, I don't need to have it coupled with a zone event.
I think weather could play a role in instanced missions. Sure, many missions occur inside, but others are either outdoors or have outdoor portions.
I can see where designers might like to be able to check boxes to conjure up fog, rain, snow, day, or night for a mission. Maybe even birds or wind, or ambient sounds (crickets, etc.). That sort of feature was available in the Neverwinter Nights toolbox eons ago, though apparently that sort of toolset is far, far, far beyond what the Paragon Studios devs have to work with.
Yeah i thought they said theyd never do it, i was just hoping thats all. It wont benifit the game, but I think it would good theamatically for a while while we mourn statesman and everyone Mot Nommed on.

We need storms now and then, whether or not they are tired to zone events, we need storms! Flashing lightning, torrential rains, ditches and gutters flowing and maybe even some low spot flooding!
No, I have no clue about the coding involved, I am not a programmer, but I would still love to see it happen now and then!
Like with the [Instant Snowstorm] power, it used a screen-space effect to create the illusion that it was snowing in whatever zone or instance you were in. It would harder to show plausibly with snow as you'd need some snowdrifts in the zone to give the impression it was settling, but weather effects like Rain would be perfect for this kind of effect.
In zones where it's raining, the zone itself would give your character an auto-power which shows a screen-space rain effect on your screen. The rest of the zone is completely untouched and doesn't cause any server lag other than granting powers. When you leave a zone the power isn't granted on you anymore.
I imagine you could have strong-wind effects too if it were stylised in a way that didn't hinder visibility.

Paragon City and the Rogue Isles are really a wonderful place to live. Bright sunny days and cloudless moonlit nights. Now that certain events have made the two locations a sadder place, nice sunny days arent really in keeping with the mood of the game at the moment.
What happens in comics when something bad happens. It rains!
I always thought weather effects would never appear in City in Heroes, but with the arrival of the DA arc's so has the rain. In a couple of missions through out the arc its raining with heavy black clouds over head.
Weve often been shown little teasers or hints of upcoming content before we get it. The dog during the halloween event, Dream Doctor having staff melee and even (you may have missed this one) but Antimatter having the ability to stop time in the Keyes trial before we got the time manipulation set. Could this be a clue that Weather effects are making their way to the game?
It would be great if the tone of the game becomes a little sadder now that its main hero has passed, as though the entire game is in mourning.
But why would it rain? Would it just be on a random timer so it just happened every now and then? I think it would be a great opportunity to introduce a new zone event and have it spawn like the current ones (The Ghost ship, Rikti attack, Zombies, Deathsurge, Miners Strike etc ).
Im thinking of having a sudden downpour ("Strange weather patterns detected in Steel Canyon" for example) followed by a massive attack of Coralax (a seriously underused vallain), or similar mob. Lightning strikes can do large scale damage (like rikti ships) or maybe even localised flooding if thats possible.
This would be great if paired with any underwater zones, water-esque powers or diver/sea monster cossie sets!
