So you agree that it's being made up as we go along then?

probably they have some general ideas about stuff that needs to happen. How it links together and which things are revealed when are being done as we go along. At least that's how it seems to me.

The issue isn't whether or not you can plug the holes. You always can; welcome to the Quine-Duhem Thesis. The issue is whether or not you need to.
