Remember that the token isn't awarded at the end of the month, but at the end of every 30 day period as a VIP.
If you got free time under any of the old, pre-Freedom promotions (like the 10 day trial, or the 15 day bonus from the refer-a-friend program), it moves the day that your reward token is rewarded on.
If a player started playing after Freedom went live, then the token should always arrive on the last day of the subscription. But for some people (I'm one of them), it shows up a bit off because of the effects of bonus game time.

I thought about that, but I never did the trial, and never got the 15 day refer-a-friend bonus... But, being only 2 days off, it's probably something along those lines that just got slightly off.

I am wondering if there is something a little odd going on because a few days ago I received a Paragon Reward point, the Tenacious badge, and chose the reward that included the /vault command. Then, for some strange reason, when I logged in yesterday, I found yet another Paragon Reward point awarded to me, the Unshakable badge, and an opportunity to choose another tier 8 reward.
Why would I be awarded two Paragon Reward points in the same week? I have avoided allocating the latest point in case this is a bug that will wreak some kind of account havoc the moment I do so.
Any ideas?

I just got my reward point token too, even though my sub date is (much) closer to the beginning of the month.
My VIP points are currently running about 21 days late.
At this point, I'm guessing NC Soft's back end/billing IT department runs their "reward" scripts on whatever schedule is convenient for them, and has actually no bearing whatsoever on when your sub date is.

No it doesn't, only purchased points count toward the token.

I also randomly got an extra token this month. Put in my final pip in Tier 8 this afternoon, about two weeks ahead of when I've been getting them the last two months. We'll have to see if I get another one in two weeks to see if it's truly an "extra", or if it's just mistimed (after having fixed itself in December).

I'm still betting on "when someone gets around to it."
I resubbed my account a couple days ago (Friday, to be exact) after not being subscribed for a while (damn you StJ being so tempting!
).
Today, I logged on, and saw I had gotten a new badge... I scroll up, and it's a Paragon Rewards badge! I checked the Paragon Rewards window as well and I've got a new PR point to spend there.
Last I heard, Paragon Rewards points were still being granted at the end of the month... has this changed? Was it a very nice bug? Or am I just overlooking something blindingly obvious?
We've been saving Paragon City for eight and a half years. It's time to do it one more time.
