Eviscerate vs. Shockwave
Eviscerate is the reason I don't play Claws. It's so good I can't bring myself to skip it, but I hate the stupid animation so much that I can't convince myself to take the power. So I end up just not playing the set at all.
Only Swipe and Follow Up do less damage than Shockwave. Yes, Shockwave is an AoE, but so are Spin and Eviscerate, and they both do more damage at lower tiers. It's ranged, but so is Focus, and it does more damage too. And to top it all off, it does Knockback instead of Knockdown, which really annoys some players. Overall, it's just not very impressive as a Tier 9.
I'd suspect that the complaints you've heard are about Shockwave; most players aren't as conncerned about Eviscerate's animation as I am, and there is NO other reason to complain about it.

I like Eviscerate's animation... but my Claws character is a flyer, so the animation isn't particularly ridiculous for him. A forward spin as part of an attack isn't much different on the ridiculousness scale from Spin if he can move freely in 3d.
But yeah, Eviscerate a good power; Shockwave is kind of a love-it-or-hate-it power.

I really only use Shockwave as mitigation and or for the 'fun factor' as stated by Kathari.
If I'm being swarmed and need just a tic longer for Energize to come back, Shockwave will buy you that time. If your being swarmed and need to kill as many as you can quickly... Use anything but.
Thanks to Kathari's advice, I spec'd out Shockwave with the Mocking Beratement Taunt set, instead of using a damage set. I was initially hesistant to lose the damage on it, since it's so lackluster to begin with.
Then I noticed how I actually don't even use it as a damage attack. Really only using it as a last resort or flashy finisher/ runner tag.
Eviscerate on the other hand, is one of my staple attacks, in between Spins.

It is not difficult at all to acquire enough recharge to run an unbroken chain of Follow Up>Spin>Eviscerate.
Shockwave is great mitigation, but it kind of sucks as an AoE. Not only is it's damage lackluster, but after you use it your other AoEs will be less effective because you just scattered the mob everywhere.

Some other reasons to love Shockwave besides panic button, mitigation.
At +4 Knockback becomes Knockdown (I first saw that one in thread about Claws a good while back from Claws Master Bill Z Bubba, thanks Bill)
Runners
In tight spaces knockback is effectivly knockdown.
Vs Bosses knockback may become knockdown. I find you can often keep a Boss constantly on their butt by alternating Focus and Shockwave. No god mode for you Paragon Protector.
It is a 2nd Interrupt vs annoying critters.
It lets you slot a Ragnarok Purple set you may otherwise have No place to put. It is an AoE that could slot the Force Feedback Chance for +Recharge.
With a ranged attack in your APP, and some recharge, you can have a 3 attack ranged chain when needed.
I am sure there are other uses I don't know about. I like having it as a tool in my Claws kit.

I had grabbed Shockwave instead of Eviscerate because of the shorter animation time and longer range. Gonna try out Eviscerate instead though.

My Claws/SR has and uses both regularly and often. My Shockwave still has its old slotting in it. Planned to use a full Purple set but I've never got around to removing the old HO's, in particular some Centrioles, I have in it as I love the resulting larger AoE cone. In addition to the mentioned mitigation I'll use it to get a whole spawn's attention and drag it together with second spawn.

Is eviscerate the one where you jump/spin in the air? The one at level 26? I hate it. It looks so stupid to me, even in a supers game. I took 2 claws characters to 50, hated it from 26 to 50 on both, but recently dropped it from both and I am so much happier. I dont even care if I am a little less effective compared to some idealized attack chain. I have a new claws brute and I am so looking forward to skipping it.
