I always thought it was a little weird that in all of Praetoria they couldn't find a single building that could serve as an indoor tailor - even if it was just a literal cut-n-paste of a Primal Icon.
I don't consider this a high priority problem though. Just one of those things that would be "nice to have" sometime.

The only reason they have that ability is because they can't join SG's before level 20.

Now that we don't have to leave Praetoria at level 20, and can go on to do the First Ward arcs, I think the Tailor should have a mission (like the one's hero and villain side) to get another costume slot.
