No, those are NOT Council War Wolves. Those are werewolves created using pieces from the Animal costume bundle. The CoT (or at least, the only one I can find in the bottom left) is using only pieces available in the CoT costume bundle and none of the NPC-only parts. And the "War Works" you mention are NOT War Works--they're Praetorian Clockwork using parts that you must either be a VIP, own a Going Rogue serial number or purchase in the Paragon Market to utilize.

The point is that those outfits can be created by players. All but a handful of unnamed or non-faction NPCs in that image are using costume pieces that require: A) VIP access, B) purchase in the Paragon Market, and/or C) unlocking through the Paragon Rewards table.

It's basically a subtle advertisement to new Free/Premium players hiding behind the overt image of the funeral procession.

I had a feeling this was the case. "Order" could also apply in the same sense as we have a "Chaos" costume set, as opposed to an order being a "group of people united toward a goal". So there could be an "Elemental Chaos" set, if you get my drift.

The name does leave a gaping hole, though. Much like if they had a costume set named "Dimensional Elite", people would wonder what dimension they are coming from and what makes them so elite.


CoH has been unique in the sea of cloned MMOs.There are years of possibilities still

now I am disappointed, I was sure there was more to it and now that I know there isn't it fills me with dread that they will continue to use the same tactic to get us to buy other costume sets.

I bought it because it looked great, not because I thought I'd be one of the first inductees into some future and mysterious order of smartly attired Prussians.

That costume set strikes me as an attempt to port Nemesis pieces over to players. The two have a very similar feel, at least to my eye. But for whatever reason they felt it needed something more so they punched it up with some glowy bits and crystals. At that point they couldn't call it Nemesis anymore, so they just picked a new name. That's what I think happened.
