That's what it is, the Imperial Dynasty set. It's in the market. Never did see how the sword looks in-game, but not going to blow a server slot on a new character slot to find out either :/
According to the announcement they just made, it's the Imperial Dynasty constume set, 25% off additional costume slots, and the Hero-Villain Super Packs.

Granted usually they are pretty good about putting some kind of down-time announcement up and they didn't this time, it really shouldn't be that much of a surprise that downtime happened on a Tuesday. Just because regular maintenance is scheduled on Thursday doesn't mean they can't bring the servers down at any time to do something. Tuesdays are when new things go on sale on the market, so it shouldn't ever be too big of a shock when they take down the servers then.
It's not so much the fact that they brought the servers down for an update (I'm all for new shinies, believe you me), it's the fact that communication about those unscheduled updates has gotten more than spotty. 
Beaststyle used to give us at least a few hours warning here, which were much appreciated by those, like me , who actually have to schedule our game time. Lately, no such forum updates have been made... And with the Help channel clogging most chat windows with LFT requests (
), even a red admin warning is easy to miss while, say, in a fight or a slotting spree.
I don't begrudge them the need to tinker with the game, I just wish more of an effort was made to LET US KNOW - ideally more than 20 minutes in advance. That's all I ask, and it doesn't even violate the Cottage Rule®©™ or need a SCR®©™ warning. 
Ever think that the devs are living in a time zone that's 8 hours behind Europe and were still at home sleeping so they wouldn't be aware that the decision was made to take down all the servers for an immediate unscheduled maintenance rather than letting them run and have a catastrophic crash?
