Need help with Emp/Rad build

Hey everyone,

I am newer to CoH and I'm running into some problems building my Emp/Rad healer. My goal is to make this toon a pure healer for end-game content. I also know very little when it comes to IO's. As of now I have 4 levels to train my emp but I want to make sure that I choose the right mastery before I do.
All help is greatly appreciated!

Hey, welcome to CoH (I'm sure you've had lots of people say that, but just in case). The first thing I need to get out of the way is this 'pure healer' business. It's actually a pretty common request on the defender forums and it's become kind of an in-joke for us. It's possible to make very flexible character in city of heroes without sacrificing strength in your specialty.
In other words, don't just do healing! You can help in lots of other ways while still being a great healer. So I'd suggest you shift your build concept from 'pure healer' to 'healing focused'. For example, radiation blast has great area attacks that will allow you to help out in defeating mobs of enemies when your team's health is full, and cosmic burst has a stun which will neatly take care of any minion or lieutenant that comes after you.
You definitely chose the right ancillary pool. Power build up will make fortitude and your heals ridiculously strong, and conserve power will make sure you can always do the job. Dark mastery is a good option as well. You would give up power build up, but being able to revive yourself with soul drain could let you get up and make the difference in a bad situation.

The build I made here has similar power choices as yours, but I put in the radiation blast powers that will be most useful to you. They're all ranged attacks, so you should still be able to hover safely while using them. If you want an invention build as well, just say so and I'll crank it out. Radiation blast can do a lot of crazy things with inventions.

I put a build together. It's pretty expensive, but it's nothing -obscenely- expensive. The most expensive thing here is the apocalypse chance for negative energy damage in neutrino bolt. I guarantee that it's worth it though. It'll take some time, but regular teaming at level 50 and doing the weekly strike targets should let you work towards it without having to grind.

I focused mostly on recharge rate while getting defense wherever possible.
Stats: 14-19% defense depending on type, 67.5% recharge bonus.

Oh, thank goodness you posted here.

Normally, I advise against rolling Empathy as your first defender. And definitely against Empathy as your first character. It's got so many traps and pitfalls in its design, such as misleading power descriptions (Fortitude can be used on more than one target), and putting its always useful powers in later levels than its situationally useful powers, thus training you to use less useful powers more often.

That said, Garent's build will help you avoid some of the pitfalls. It's still up to you to remember the always useful stuff, like Cosmic Bursting away nuisance minions and LTs, buffing as many teammates as you can with Fortitude, and helping wear down the enemies with your wide radius AoE attacks, comes at later levels, while all the healing you were doing before level 12 becomes less important in the later game.

Some build options you might take:

Adrenalin Boost: In normal circumstances, AB caps the target's recovery, making endmod enhancers useless. However, if you have a nuke happy blaster or corruptor (or defender!) on your team, AB with 1 endmod enhancer can cancel out the nuke's recovery debuff and get them back in the fight faster. If you think you'll be teaming with nuke happy teammates a lot, try adding 1 endmod on top of the 5xDoctored Wounds. You could probably 1-slot Resurrect if you need to free up a slot. If you're quick with Vengeance, having to rez more than 1 person will be a rare event.

Electron Haze: In cone attacks, range enhancement can make it easier to hit more targets. Every time I respec out of range in a cone attack, I go crazy trying to hit more enemies, and end up respec'ing the range back in. If you think you'd prefer to hit more targets reliably, rather than to sometimes do higher damage, try swapping the Lady Grey proc out for a basic range IO.

Skip Recall Friend. Recall Friend is for when you're the first to the mission door, or for when you're stealthing through missions. As a flier without Afterburner or stealth, neither of these situations applies. Resurrect and Vengeance are meant to be used in battle; empaths are way too busy to be sneaking away behind a corner, doing a six second recall friend animation, and then rezzing. I'd grab Aim instead.

I will add that Rad Blast for an empath is particularly good, even if you confine your attacks to the single target proc monster neutrino bolt targeted through your favorite damage dealer, the single target stun of cosmic burst to knock out bothersome foes, and at least one good AoE attack (electron haze, irradiate, neutron bomb all have their benefits).

The rad attacks take less endurance, which means running the leadership toggles won't put you in a bind if you need to use empathy abilities. A constant sequence of neutrino bolts, especially packing proc punch will make a difference.

I'd recommend:

Resurrect - 1 Endred, even with a very very high recharge perma Hasten build Resurrect still isn't really useable more than once a fight and in a fight is about the only time I'd use it (when I need a teammate back in the fight NOW) outside of combat use an awaken and hit them with CM etc to get them back in the fight, the slot saved is more important. If on the other hand your Auras are down near the end of a tough fight reducing the end cost of Resurrect, whose base cost is 26, to get that one teammate back in the fight could be the difference between wipe and survival, hence the recommendation to slot endred. See Rigel's comments on Resurrect and Vengeance.

Recovery Aura - max the recharge in the power - slot either 3 recharge (that slot from Resurrect, for example, could be used here). Alternately 1 Rech, 2 Endmod/Rech (1 each from 2 of the Endmod sets).

And to reiterate what others have said ... Buffs are far more important to your team (at least on a halfway competent team) in the endgame than healing overall.

I took Recall Friend over Aim as well. Aim provides a very small buff to an already low burst damage, while Recall Friend lets me save the "rambo" teammates which empathy's buffs+heals can't make invulnerable.

There was a time when I had Aim, but that was when I thought Aim+PBU+Nuke was worth it.

my first toon was a emp. I thought it would be a easy AT to start with, because I'm taking care of the team rather than worrying about mobs and mission objectives. An emp can get through a mission without ever being attacked <--good for newbs Where as, a non-emp has to manage agro/inspirations/mission objectives etc etc.

Of course, eventually, you'll learn to juggle all these things.

I recommend at least one range enhancement in yer heals. Since you're a flier I'd recommend two. Air Superiority was taken as a set mule and to ground any fliers (and its a solid power all around).

I'd agree, the main point would be 1 slot should be plenty. I just find, at least in an IO build that the global is also plenty good to get it back fast enough and cheaper is cheaper and 26 end even heavily discounted can be a chunk if your Recovery Aura is down. Granted it's a bit like what to put in Clear Mind when you get right down to it.

My first and only 50 is an Emp/Rad and I absolutely love the power combo. With IO sets you can make a real beast of a defender. Some of the sets I would suggest looking at would be Numina's and Doctored Wounds for Heal Other/Heal Aura/Recov Aura/Regen Aura. Devestation, Undermined Defenses, and Sting of the Manticore are also decent sets for your rad blast attacks.

You will want to focus on some offense as well, most of the teams and TFs I run with, I mainly throw out buffs at the start and then spot heal here and there, so I need to be able to contrbute some damage/defbuffs(with rad blast) the majority of the time. Quite honestly if you have your regen/recovery auras slotted well you aren't going to be doing a lot of healing unless your team is horrible.


Coming back out of the woodwork after a couple years away from the game...

Chiming in really late here, but I asked the same question ages ago and got a lot of good advice for a build. I changed some stuff pretty minor, and it still needs tweaks, but this is a HOSS empath that turns the tide in groups. I can do it all. My healing is very powerful (though rarely needed), fort buff with 50++ HOs is absurdly useful, and with recharge so high, I can keep 7 people fort buffed in group, AB on 2, And HA/RA is just a nice backup just in case. Other than that, I just do damage.

Slotting neutrino bolt like I did ended up being great. Every so often, every proc will go off, and it's a ton of damage for an empath.

Oh, and the levels of the slots are not accurate! But what is in them is. Obviously this is an extremely expensive build but can still be useful with removing several pieces. Some things like Panacea +HP/+End are very nice, but could easily do without. No need for purples either.

Buffs are definately of importance to empathy. Heals are great, but with healing incarnate powers, I find that im only good at dispensing buffs these days.
