If you have Coercive Persuasion I'd slot that into Seeds because the proc is basically an additional chance to overpower. The AT set I would probably slot into strangler (if using the proc) or into Vines. However, if you don't have Coercive Persuasion then the AT set is probably the next best for a confuse.
I'd put the purple set into Seeds of Confusion.
I'd think Vines would be the best place to put it since Vines doesn't do damage, and the Troller set doesn't increase damage.

Might depend on whether or not you want the six-slot bonus.
The proc rate is actually not that bad in the AoE immobilizes. I did some testing and it looks like it's firing about 15% of the time. Not as good as the other procs, but those don't come with a recharge component. So it might not be a bad choice to put the proc in roots, if you aren't going for the ranged defense.

So with plant, if you want the psi proc to fire a lot put in Creepers, particularly if you have a high recharge build. But it may not be the ideal place to slot the entire set depending on what bonuses you're looking for.
Hey all, I have a plant/storm controller and I'm curious to where other plant 'trollers have put their AT io set?
