It works like a Enhan not a global Proc. If I'm recalling right 33% is of a Lv30(35?) IO thus by adding on that Alpha you get a Global Enhan that's as if you slotted a Rech IO into anything that can take it.
As you get further into the Alpha Tree it bypasses more of the ED bit by bit.

Ignoring anyone is a mistake. You might miss something viral to your cause.
Yeah if you pop open your abilities, go check anything you've got fully slotted for recharge, you'll see instead of the typical 96 (or so, I forget the cap) It'll be up to like 104ish. At the low tiers it's not -too- noticeable because very little of it overcomes the cap. It's more noticeable in powers you -don't- have recharge capped, because it's like you dropped a whole Single Origin recharge into it.

Post has been pretty direct about currencies on new shinies. His stance is that if new currencies are not introduced, lots of people will have all the new stuff on day one. So yeah, would definitely expect to see new currencies and perhaps some way to convert current ones similar to how shards can be made in to threads.

I'm sure everyone has things like that that they see that irks them.
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.

i opened up combat abilities / Base and watched my Recharge Bonus as i equipped and then unequipped the alpha slot.
There was no change! does this thing even work?
