There is only one option (sadly):
Set helper status, 'Help me' turns your name purple, 'Helper' will change it golden while 'None' will not alter you name color.
I'm glad that my main has black/gold theme, so i set 'Helper'.
But yeah, other toons would do better with a diff color name.

I have actually seen other characters with the character's name in pink, red, or even purple, so, shouldn't I also be able to change the actual name of my character?

You can talk to a trainer, select "Train to a new level of power", and change your title there.
Alternatively, you can type /title_change and change your title and the color from anywhere.

I am not trying to be mean, here. I really would like to know, I guess, how playable characters I saw, just a little while ago, in Atlas Park, that are not either Dev's, or, GM's, can have Character Names that are the different colors that I saw. Not the Titles, but, the actual names of some of the players. Can someone tell me how that is possible?

i believe blue names are GMs, i recall seeing GMs with blue names
i dont think ive seen any red names, usually dev characters are always with white names just like everyone elses, the only time a player can have a orange-red name is when they are an enemy in a pvp zone or arena event
Those are all temporary and based on the characters' current status:
(Going from memory here, so the details may be off, but the basic gist is sound.)
Light blue by default
Light green for your team/league mates
Purple for "Help Me!" (or helpers? I forget which)
Reddish-orange for members of enemy factions (hero/villain) in PvP zones
NO, there is no way to assign a specific color to your character name all the time, to be seen by everyone. Just like enemies' names are in specific colors to provide useful information to the people viewing them (and appear in different colors depending on who specifically the viewer is), so are players' names.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.
Waitaminute! Are all of you saying, that, when you press the H Button, in-game, to bring up that Help Menu, that, if you pick Helper; or Help Me; or whatever you can choose from, that THAT affects the color of your name? I am not normally THIS DENSE, but, I have had to stay asleep for a full 24 HOURS, just to take the edge off of my insomnia! I'm STILL sleepy!

Yep. "Help Me!" makes it purple, "Helper" makes it yellow. The default is blue. Enemy players/dead players not on your team are orange. Teammates are green. Leaguemates are a teal-ish color.
The Tier 8 veteran reward (that you specifically mentioned) changes your title color, not your name color.
