To be fair I also don't enhance until I get SOs at 22 (Aside from what I get as drops), but that's because I want to save my Inf. Teaming alot helps mitigate your own weaknesses as well as popping yellow skittles now and agian.
There is, although, another reason I wait for SOs before enhancing. It's fun to see the difference between a 'wimpy little unenhanced girly hero' and a 'enhanced locked and loaded death dealer'.

By the time I hit DO range, I'm in the tens of millions. If I play the toon regularly, I'm in the high tens of millions by the time I hit 22, if I'm more irregular with the toon, hundreds.
What is there to "save inf" on at that point?

I don't bother slotting until level 12, but I do slot for DOs once they come in. They do very obviously increase the performance of your character, and are absolute chump-change if you have any sort of level 50. I mean, so chump change that it doesn't remotely matter even if you kinda sorta wanted it to matter.
As others have said, every AT benefits from slotting. lol. Yes, the more self sufficient melee ones (tankers, scrappers, brutes, stalkers) can probably do just fine on their own but still benefit from things.
Dominators are actually somewhat middle of the road on this, I think. They are not really gimp at low levels, because they have TONS of attacks (from primary and secondary) at low levels and some of these attacks even also do crowd control. They aren't nearly as difficult IMO as a defender, for example.
As other have said: To the OP: Just slot acc in your ST hold and get over it already. This whole thread is silly. That we are even responding to it in such numbers is just because CoX is an old game and we are all bored.

While the advice is given in a blunt, sort of rude manner. Its sole redeeming feature is that it's correct advice.
The problem is that this person isn't enhancing. Life's tough enough for any character in their 20's, being slot-poor and most enhancers don't do a heck of a lot yet. Not slotting at all is just...asinine. The correct advice here is "take the time and enhance". It makes a BIG difference in survivability. |

I would pin the "trouble" with Dominators somewhere else.
It's basically this: perma-Domination should not have been allowed to happen, because Domination should not have been flagged to benefit from global recharge. Even if that hadn't been recognized initially, that flag should have been flipped when IOs were released. I enjoy the mistake for what it is and greedily exploit it, but I also recognize it for what it is. A mistake, and something I exploit. (In the general sense of "exploit" BTW, not that someone is going to come along and ban me.)
There is never a free lunch in an MMO. Power is relative. Even if perma-Dom appears to fix some issue with Dominators, the issues it creates for overall game are obvious. And part of that is the effectiveness of low level and non-perma Dominators, because any sort of buff that further increases the top level power of the AT is probably unlikely given how good they can become.
I think that applies to any AT. If you buff to help the lower levels then the top end becomes even more godlike.
The greater issue is enemy difficulty outpaces character ability in certain sections of the game. It seems the initial design had a difficulty boost introduce every 5 levels. This is largely invisible in the first 10 levels because of xp smoothing, beginners luck, and no debt. Then at lvl 15, most characters snag DOs for the first time and see a fairly large jump in power. But from 16-20, mobs get harder and powers are starving for slots and the initial wow of DOs has worn off. It's not until 22 when SOs can be slotted that characters catch up with mobs again.
