Since OP is a scrapper, Musculature is definitely a good option. However I'd say you could go either Core or Radial and it would work. The 12% higher dmg on the core side can easily keep pace with the radial side even for an elec/elec scrapper. What makes musculature great is the damage, the other things it enhances are pretty minor in comparison.
All true - I only suggested the Radial side for the "two birds with one stone" effect of getting both Damage for the "Kill it Quick" playstyle and End Mod for the "Sapper" character concept the OP is going for

I have a ele/ele/mu brute with agility alpha, Ion Judgement, and Pre-emptive Interface built specifically to be a sapper. If you like that sort of thing, it can be fun. Hitting End Drain will drain most mobs end down to zero and the other powers will keep it there for the short life they have left. This means mobs can essential do no damage at all to you or your team, and that's good. In addition, I have successfully drained EBs and some AVs down to zero end. It takes a while, but is doable, especially if you have some other sappers on the team.

So yes, I think this is a fine idea, if that is where you would like to do with this character.

The endurance drain from electric *melee* may be useless, but electric *armor* is a different story. I've got a katana/elec scrapper with Musculature Radial Paragon, T3 Preemptive interface, and both Lightning Field and Power Sink slotted for endmod. I can jump into a group of enemies, hit Power Sink, and watch them stand there doing nothing. It's almost as effective as a controller's AoE hold, and it has a much better uptime. The only problem is that after a while, the enemies will get tired of being debuffed into helplessness and run for the hills -- not something you need to worry about with an AoE hold.

They run because you're an elec armor *scrapper*. Elec Armor scrappers have no taunt built into their damage aura like brutes and tanks do. That problem only exists for scrappers, it's not a specific issue of having no endurance.
