For levels 5-15 you have Kings Row, 10-20 is Skyway City and Steel Canyon.

Can anyone point me towards a new player friendly blaster build that I can look at and get some good ideas. On a side note, talking about slotting has got me really confused...Im not sure how many to put where, and what to put in them. I'm kinda winging it right now, and having a blast (which is whats important) but I do want to look at a different build for something other than a scrapper.

You can read all the forums, right? Just not post in all of them?

Go to the forum index, look for Archetypes & Powers. It's just below Player Help, where this forum is located.

In Archetypes & Powers, there's a forum for each Archetype. Blasters are near the top. Each archetype forum has stickied near the top a post with many player guides. These are old, but are still relevent, espcially if you're F2P and playing without IOs.

Take a gander at those and let us know if you have any questions. Nrg/Nrg is a popular blaster choice, there's quite a bit to look at.

Here's a direct link for blasters.

General advice while leveling:

Three slots in each attack as soon as you can. Start with 2 Accuracy and 1 Damage.

In defensive powers, you want 1 Endredux for toggles, and 2 Defense Buff or 2 Resistance Buff. A defensive power that takes Health should be slotted with 1 heal to start, plus the above. Unless the defensive power doesn't take Def, Heal or Res, then don't slot it, just use the default one slot (typically Endredux).

Take 1 travel power, but don't slot it, or anything from the travel power pool. One slot (the default one) is enough.

If you're playing a tank, brute or scrapper, consider (strongly) taking Kick, Tough and Weave if Def based, all from the Fighting pool. Do not slot Kick at all, but slot Tough with 1 EndRedux and 2 Res quickly, and Weave with 1 end redux.

That'll get you up through level 20 - 30. After that you start getting more slots and can think about putting up to 6 slots in some powers. There are always exceptions: a high damage AoE will merit more damage slots, endredux and recharge when you can spare the slots. But before level 30 it's not a big deal, and the Accuracy is really important.

That's my 30 second guide to everything. Hope it helps.

Been doing some reading and I'm wondering KAT/Will or Kat/Regen?

Willpower takes less effort to use and has less alpha vulnerability than regen does, but is a bit more constrained tactically. Mainly its healing ability is heavily reduced while away from enemies, so temporarily breaking off a fight to heal up doesn't work so well.

Regen is a heavily click based defense set, so you have to pay attention to it, and is infamously vulnerable to alphas (the first strike of a mob). Moment of Glory helps with that later on, though. Regen tends to be either loved or hated.

Right out of the gate, Regen is simpler to build around and gets effectively unlimited endurance (quick recovery) right from the start. And its probably a better single origin enhancement build (one that doesn't use inventions). Willpower takes longer to mature, but ends up being stronger for most invention build expenditures, particularly at level 50.

Either way, your biggest survival tool is actually a Katana power: Divine Avalanche aka Katana's version of Parry. Each time you hit someone with it, you get back a large amount of defense to lethal and melee attacks. Slotted and stacked (i.e. with the effect on you twice) you're at or near the defense soft-cap: the point at which defense has its maximum allowable effect - which is to cause critters to hit you only 10% as often as normal. Which, combined with the regeneration in either Regen or Willpower is going to make you virtually indestructible to anything that attacks you with attacks that are either melee attacks, lethal damage attacks**, or both. That's going to be more than half of all attacks sent your way.

Unlike most MMOs, here in City of Heroes we're allowed to have a lot of passive regeneration during combat: health recovery doesn't suppress. So while in many games its damage resistance that is the key survival trait, here its a different rule: mitigation times healing equals survival. You want the ability to recover health as much as possible, and you want to wrap that recovery in as much damage mitigation as possible, and the combination of the two keeps you alive here. So the Kat/Regen or Kat/Willpower combo is all about using Divine Avalanche to mitigate most attacks and then letting regeneration heal back the rest while in combat.

Having a lot of one thing is good, but having a significant amount of both mitigation and regeneration/healing is far, far better in the general case.

** Its a little more complex than that, but that's good enough for now.

And Dano - Arcanaville will always have good advice, in my experience.

Not saying you have to do what she says (but then, she rarely tells people they "HAVE" to do something), but she gives excellent advice.

I would go for a Super Strength/Willpower Tank/Brute honestly. If you want 'sneaky', then take the Stealth powers. Try something like this. Note: I'm giving this as a 'general' template using strictly the two primary powers plus the stealth and the final EPP. I intentionally left the slotting out because I'm sure someone has a more appropriate build. Additionally, I meant to put Invisibility where Stealth is listed, but looks like mids isn't up to date with being able to do that yet. Atleast I 'think' you can take Invisibility at that level...brain hurts right now so use your own judgement and the test server. :-p

No, Mids is right. The travel-related Power Pools were changed to let you take the third power at level 4 (so there's no need to wait until level 14 to take Fly), but you still have to get to level 14 and take one of the first two powers in the Concealment pool to get Invisibility.
