Why Does Nobody Play DWB on Red Side?

Mainly because barely anyone plays red side to start with.

I've seen a few broadcasts on Help for Redside DFB, watch that channel if you're not on there already. Far less than the ones for Blueside, of course.

There are lots of free players who can't send a tell who are running DFB redside. So as suggested, try to make use of the help channel (the only one they can access). I love redside! But not so much super low level. When you get higher level though, happy to do the tfs/arcs with you

Yeah even on Virtue. On Freedom there's still activity but not nearly as much as before when villains ATs were restricted to redside.

Every time I log a villain in on Victory, NOBODY is running DFB on red side! If I try to form one, nobody's around to help get the team started. Do folks on Victory just avoid red side like the plague? Its really frustrating!

For myself, I MIGHT do DFB over the current 1-5 content, but it's a matter of convenience. More than one and I could easily miss the AP mayhem and that ain't gonna happen.
For the folks I mentor in this game I advise them to avoid it and get the better learning offered in the regular game. When they have a few months under their belt, then they can make their choice.

DFB on red side? why? Villains can level to 20 in like 30 mins... only heroes do such lame things as run DFB to 50... Sorry a bit of sarcasm. Essentially I think your not hanging out where we are. Typically blue side Atlas seems to be a hang out for all the power levelers. Where as red side its Cap or Grandville. I hardly EVER go to Mercy for any reason, so if your looking for teams there on Victory your prob seeing a near ghost town.
Also Villains on Victory are a tight group. we are coalitioned and in Private Global Chat Channels. hardly any of us use broadcast or local chat. Also a number of us use Vent or Teamspeak to talk to each other rather then type.
The largest groups of Villains on Victory are Trial / task force organizers. Rather then doing missions tips or papers... if we HAVE to power level we end up doing farms in Grandville or AE in RWZ. But not too many times are we doing that unless there is a new build were playing with and want to quickly get to 50 so we can slot them out.
Anyway, sorry your having trouble on Red side. There are many of us that are near exclusive red side, but were rather elusive since the group is rather disconnected from the community cause we use voice chat programs and Global chat to form up groups first; and that normally fills up our teams really quick... We prob should try to do a little recruiting again. Maybe someday soon...

My experience does not match HT_Ingram's, but I do think that Victory does not have a strong tradition of DFB runs, especially redside. I suspect you're a member of Victory Badges and Victory Forum, but I'll recommend them anyway. They are generally good places to scare up team business, and make sure to stress the badges and good xp for lowbies if you start to advertise. If you're looking from 5pm to midnight Eastern Time, you'll stand a better chance to get folks to come along.
Also, these forums are a good place to set things up in advance. ShaylaDominatrix advertised some DFB runs just the other day. Those might be blueside, but it might be worth talking to her about it: http://boards.cityofheroes.com/showthread.php?t=283473
In fact, you may want to become the go-to guy for redside DFB. Schedule a weekly series of runs, and I suspect you'll be able to get folks to come along, especially if you advertise in several places.
I think Victory is typically a friendly inviting place, and once folks know these are being run, you'll see more folks doing them.
