Weird thing in Costume designer
Only thing I can think of is that maybe the existing costume has something that "locks out" the bolero -- pretty much any back item or "cape physics" piece (bridal veil, one of the Gunslinger belts, trenchcoats) will kill your ability to use anything else with a trailing part. Try hitting the Clear button before loading up the saved costume to prevent any conflicts.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.

It should be in the list with Jackets, Tops with Skin and such. It disappears from that list when I load the saved character and I can't find a way to get it back. The saved character has no special stuff as far as I know.
It's seems as though something in your saved costume file is preventing you from seeing the bolero. Because it was saved back before you had the Magic Pack there may be something in the file that's conflicting. Unfortunately the costume creator is constantly evolving and I have noticed that a number of older save files have become outdated with elements that no longer match the names or configuration of the latest costume items present in the creator.
The best thing I think you could try is to load your saved costume file then systematically reset parts back to default until the bolero becomes visible again. As Doctor Roswell said some items will on purpose conflict with other items and the bolero may be suffering from that in your case. Eventually you should be able to get the items you want and when you do I would re-save a new costume file and discard the original one. Like I said depending on what updates happen to the system you may find that you'll have to update a few save files accordingly over time.
It's not a perfect system, but it still provides many options despite its rough edges.

Describe what pieces your saved costume consists of, in particular, that's used on the upper body and back.

Yeah, it's tough to know why there's a problem with the costume unless you tell us what the costume is.
You can't use the Bolero with wings or a cape, though, so that may be the issue.
The costume editor is a strange place. This pick trees out some option, that pick opens up other options. it's a weird place. to diagnose start with a blank character. pick the same things in the "saved' character. tell us those steps. there is probably a choice being made that logic trees away from bolero. We probably just need the upper body picks. Gender, head type, chest options.
If your saved costume has a pack piece (wings, cape, back pack) then Magic Bolero won't be available, as the long skirt also counts as a "back piece."
Certain costume options become unavailable when other options are selected. The editor is weird that way, though it's usually on purpose to avoid clipping issues. They don't like characters to have more than one "cape" or back piece either, and buttcapes/bolero/trenchcoats tend to count as a second cape.

I'd like to see them "grey out" an option rather than make the option disappear completely. I think that would be better UI design.
The only thing I was actually impressed with was the Incarnate UI, which while *still* not being a GREAT UI, was certainly a *LOT* better than I was expecting them to put out.

Hey, I'm new to the game and I have observed something in the costume designer that's either a bug or me not understanding something. I'm hoping someone can clarify it for me.
I had made a character and saved the costume before I entered the game (about 2 weeks ago). On reaching level 20 I got the second costume slot and wanted to add that.
In between I unlocked some new costume options, for example the Magic Bolero.
My problem: I first wanted to experiment with the costume options by clicking on "create new character" then load the design I saved earlier and mess around. I could then save it and once at the tailor just load it and apply it. But to my surprise, after loading the saved costume, I didn't have the Magic Bolero option any more. I can get it when creating a fresh character, for example by selecting the Witch premade, but it's simply not in the list when I load an older save.
Am I doing something wrong or is this a bug?
