This came up last year; apparently something in the Winter Event code prevents the fires from happening. (Troll Raves also, I believe.)
Lord Winter keeps putting them out when they first spark. As for the raves being gone, well, Trolls just don't like the cold.

Huh. While not on Liberty, I was recently (couple of days or so ago?) trying to fight fires in Champion... Must be the coffee..?
Maybe it was a patch afterwards, but I don't recall one...

I know I've seen them both on Justice in the past week; I monitor all zone events in Global. Haven't been on at all in the past couple of days, though.

This happens to the Ghost of Scrapyard, too. I suspect it also effects Lusca and other zone events that aren't player triggered, but I've never bothered paying attention to see.
Near as I can tell, if a Winter Lord is spawned somewhere in the zone, no other zone event can begin until it is defeated, unless it is something a player can trigger.

I have been searching for Fires set by the Hellions in Steel Canyon for about a week. Not sure if I have just been that bad at finding them but since last tuesday I have yet to see one on the Liberty Server. I know the buildings they are set at but haven't seen any. Not sure if it's a bug or not I did report it.
