What is the Echo of Galaxy City?
As far as I know, it's just there - there's no lore attached to it.
There's also going to be an echo of Dark Astoria there once I22 goes live.

It's just like the Flashback system, only it's an entire zone instead of a single mission. Instead of going back in time to when the fortune teller needed to be saved, you go back in time to when Galaxy City was whole.

Another is that the cutscene for the Keyes Trial has him addressing the league about the other Incarnate trials they've done previously, whether or not they actually have. Is he just a big conclusion-jumper? (I decided to be kind.)

Other than the Echo of Galaxy City, one example is that you can visit Ouroboros at level 14, although you can't earn your Portal or do the introductory missions yet. Do the Menders really not mind freeloaders now?

On the second point, I'd say that's more of a minor continuity error, and given the difficulty of the keyes trial, it was expected you needed to have done some of the previous ones first. That, however, has changed a bit.
I personally kind of liked it since it did feel like we were making actual progress.

They're not major issues for me, I just find them a bit sloppy.
I also realized after the fact that Keyes was added before CoH:F, in case anyone was planning to point that out.

The Trials are meant to be played in the correct order of the story - BAF, Lambda, Keyes, UG, TPN, MoM.

Then they should have made it a requirement that they be done in order, at least the first time through. Otherwise it's just sloppy.

When he says he watched as "you" defeated Neuron (Tin Mage MkII TF), "you" destroyed the BAF, "you" ransacked Lambda Sector; he's addressing the generic "you" in the same way any maniacal supervillain would address the 24 heroes about to come kick his *** and steal his pancake.

Re: Echo: Galaxy City
This zone was implemented as a functional gateway to the Exploration Badges and History plaques. It was included in Ouroboros as a sort of catch-all time travel mechanism. Remember, the Pillar can send you back in time, be it missions, the Rogue Isles in the 1970s or just Galaxy City before it underwent some remodeling.

I've always felt that things should be restricted in order a bit, since they do build off of one another. Something like this:
Apex: No restrictions
BAF and Lambda: No restrictions (see note below)
Tin Mage: Requires completion of Apex
Keyes: Requires completion of BAF, Lambda and Tin Mage
Underground: Requires completion of Keyes
TPN and MoM: Require completion of Underground
For BAF and Lambda, contextually, they would require completion of Tin Mage. However, since they're a functional path to Alpha abilities required for Apex and Tin Mage, doing them out of order would be more beneficial than otherwise. Don't want to force people to grind Shards first just to run Incarnate Trials

I don't really think the Echo is simply using a portal to time travel to before the meteor hit. Two things would seem to indicate it's not simple time travel. First, it's called the Echo of Galaxy City, not simply a portal to Galaxy City before destruction.
Second, those npcs we know to be refugees from Galaxy City are not found in the Echo. These include Jack Wolfe, Backalley Brawler, Gregor Richardson, Paco Sanchez, Shadowstar, Rebecca Brinell, and so on. Every single trainer or contact is now to be found in Atlas Park and none of them are in the Echo.
I think the Echo is populated only by those who were killed in the attack.
Without the echo, no Hero rolled after I21 would ever earn the Atlas Medallion without sideswapping - So I'm pretty happy it's there.

This fits with a character I created when Titan Weapons came out. Galaxy Kid is a TW/EA brute, and his bio reads:
Josh Martin was an ordinary kid living with his family in Galaxy City. He was in Mr. Hardy's history class when the cataclysm happened. Josh survived and managed to help lead two of his classmates to safety before the shivans arrived. Separated from the others, Josh was running through the new ruins of his neighborhood when he came across the body of a Rikti. The Rikti had sent this scout with a new, powerful weapon to Earth. But the scout had died when the meteor hit, and Josh was the one who grabbed the giant sword lying on the ground. When he touched it, the weapon imprinted on Josh and gave him powers and abilities beyond his belief. Scarred by losing his family and friends, Galaxy Kid has avoided the authorities in Paragon City, and now fights against those who prey on the refugees of Galaxy City. He returns each night to the echo of his family's home, and tells his now-timeless parents and sister that school was fine. |

Galaxy City's Echo was already part of the I21 content when it was in beta. It was done that way so the badges would still be accessable.

I'm kind of fascinated by the Echo of Galaxy City in Heroside Ouroboros. But to be honest, I'm not exactly sure what it is, lorewise. As far as I know, there's no in-game explanation of this place that has appeared in Ouroboros. Does anyone have any information? Did the Menders feel it was important to provide a reminder of this destroyed place?
(I know that it exists for the badges and plaques, but I'm interested in the lore.)
While I don't really know what the Echo is, I have decided for myself how it works. I picture it as the echo of the 24 hours before the destruction of Galaxy City. For heroes who go there, they can interact with the echoes of those who died in the destruction. These include the various villain mobs, the staff of the hospital, pedestrians on the streets, Longbow patrolling the skies, and even the various bureaucrats in the Freedom Corps building. (Note that survivors like Backalley Brawler aren't found in the Echo.) It's like a much sadder but voluntary Groundhog Day for visitors.
