Reason for differences between blue and red COT?

I have noticed that some of the Circle of Thorns only appear normally on the red side (hordlings, hellfrost, succubus and blade princes). Is there an in-game reason for this is it just a throwback to when the blue and red sides where seperate?

Seems weird that the COT would not use these powerful members of their group to combat the heroes on the blue side.

I believe that those types of enemies are actually in the Rogue Islands, and have just teamed up with the CoT there as part of the same faction, but they're not in Paragon City.

Why they haven't shipped them in, since they're useful? I don't know. I'd also like to beat them up as a hero, too.

Mechanically, many of the unique CoT critters in CoV were developed by the CoV staff. I just don't think there was much impetus for the devs to port any over to hero side.

Story-wise, the Rogue Isles are geographically close to (if not actually) the lost islands of Mu, the home of the Circle's most hated enemies, who were vanquished millennia ago. That being the case, some of the more interesting Circle demons summoned for that ancient battle still haunt the area.

The cold demons are a specific faction within COT. I forget their leader but it is a bit specifc. It would be cool to see them in paragon city, but it is also cool to have unique enemies on each side.

I believe Positron's explanation was that they wanted the badges to be unique to villains (before the Valentine's mission trick and way before Going Rogue).
