Awesome control, good AoE damage, fairly cheap to Perma and can be done pre-50. Perma makes it a beast, Incarnate powers make it a minor deity. If you need defense at all you did something wrong.

Ice, Fire, and Grav are weaker primaries and I have found that 25-35% defense to S/L or ranged can be a boon (or soft capped in the case of grav).

I'd say be wary about choosing ice as your primary.
I have an ice/earth dom that is a lot of fun to play, but her effectiveness can really be dulled down to zero in a lot of cases. Especially in things like the ITF where nearly all the mobs have high KB resistance.
Any mobs highly resistant to knockdown will be really rough on you since the biggest control for ice is ice slick. Most of the time this is a great control, because the mobs have very few opprotunities to attack you when they're continually falling, but on teams you find that people will immobilze mobs which, most control sets, will cause the mobs to stop falling. Or someone will knock all the mobs off the ice slick. This can effectively neutralize you're most effective control.
I've actually found myself KO'd a few times, because I'm at melee with a boss that's falling all over ice slick, someone hits an immob and I take a couple of heavy shots that puts me down.
The redundancies of the slows in ice can be particuarly useless as well. It usually doesn't matter how fast a mob is moving if it dies in the first few seconds of a fight. This also tends to lower the average benefit of -recharge powers. If a mob only has one chance to attack, it doesn't really matter how fast or slow it's powers recharge. It's great on hard targets like AV's, but on average it's going to be less useful.
Unless Ice is thematic for you, I'd generally steer away from it.

First, yes the sleep and confuse are two of the affordable purple sets. In fact the basilisk gaze will be more expensive than those. Try to run the Signature Story arc and some tips for Alignment merits or run iTrials for astrals to buy those and you can cut a huge chunk of the price out of your build.
Personally, I'd put the stealth in sprint not fly.
If you can spare a slot (haste maybe) putting the achilees heel proc in sleet is always nice.
For stealth, if you can put in the other two from Gambler rather than from serendipity, to get a much better bonus. They really aren't that expensive if you buy the recipe and craft it yourself.
I'd pull one from health and put it in tesla cage and drop in a dam/mez hammio. they are dirt cheap on the market and the cage actually has very good damage. Enough that it's worth augmenting and using as a single-target attack.
If you can, drop a damage proc in jolting chain, it does test on each jump like an AoE so definitely worthwhile. Another option given the set you chose is the chance to hold.
for Frozen armor, I'd want some end reduction. Consider at least the gambler def/end or a def/end hammi. But the hami is expensive.

So ill start by saying earth ctrl is not my thing.
Looking over the ctrls. Ice/ mind/ elec/ all look nice to me.
Assaults.. Earth/ psy/ ice/ and semi nrg/ all look nice.
Power boost is the main seller on them psy/ for crazy regain skill.
Lookin for fun char. What would be like 3/4 stromg combos from above. Plan on ice app for sheild. Plan on makin them all and lvlin to atleast 25 to find the one I like.
