Vince is correct. I tested this with my ice/rad. Spring Attack works in the same fashion as powers like Lightning Rod and Shield charge, delivering the damage via a pseudo-pet.
I don't think it does Containment either. It's not necessarily a psuedo-pet issue because Ice Storm does do Containment. Spring Attack just doesn't get any specials that I know of (crits, containment, scourge, etc).
It's mainly useful for the knockdown and getting into range quickly.
Not sure. It is a fun power though. My Broadsword/Willpower scrap uses it to pounce into the thick of battle...and minions have been killed when she does.

Controllers Ice Storm gets half Containment (They get twice as many ticks of the Cold Damage portion, but not the Lethal Damage part.)
