The answer is slightly complicated. The plan (as communicated by the devs) was that you would receive paragon reward points as soon as you sent them money for the subscription. However, the way it functions at the moment is that you receive a point every month near to your subscription date. Hopefully this will eventually get fixed but I have not seen anything from the devs on when that might happen.

The implications are they will rotate back into the rewards program although I believe the wording leave it open to be put in the store.

This is one that really ticked me off. I look at what I could have gotten to with my 12 month pre-paid subscription versus now waiting to get one token a month. You would think it would be in CoH's best interest to get something like this corrected. I think it would encourage more people to pay up for a full year.

If you drop a annual sub's worth of money into the market place, you get all of your points/tokens right away and more of them.
I may be wrong about what he's saying though.
Please forgive me if the answer to this should be easy to find, but my Search-Fu is weak.
So, the question has been raised in my household. When are Paragon Rewards awarded on annual subscriptions? If I buy twelve months, do I get all twelve Reward tokens at once, or do I get them one month at a time?
The reason I ask is that I have characters that have seen the Celestial Costume parts and screamed "I Gotta Have It!!!"
My account is at Tier 8.1, so twelve Rewards would more than get me the full set, but I don't know if it will be in time, as the Celestial set is a limited time thing.
Or, is the only way to "Buy it NAO!", to blow $XX.XX on Paragon points(That I don't need) to get them?
