I think it would be cool if there were a chance to confuse or disorient based on your attacks and how frequently you shape shifted. We've been getting some combat modifier sets and I think that could work for this powerset. I would honestly think that shapeshifting secondaries would need to be toggles or inherents and the set would probably just be melee. I would also add that emotes and temp/vet powers are going to be greyed out while in non-human form. The animation time involved from development would pretty much guarantee we won't get shapeshifting otherwise. I would like to see actually six to nine forms with two to three attacks that do different things and get the player to shift and attack multiple times during a battle. I think it would be more dynamic and exciting. I would have shifting be near instantaneous as a hallmark of the set.

OP: have you tried Kheldians out? They have two different forms that you can morph into.

also all current shapshifting powers (kheld forms and granite armor) dont really shapeshift you, they just change your characters avatar
being able to pull off an elastic man is something that this game engine cant handle at this time
I'm fairly certain an elastic man type of powerset would not happen due to the intense development time and perceived interest being low. A beast mastermind or shape shifting set I can see as possible and there is obvious interest. People also ask a great deal for quadrupedal character avatars but that is most likely never going to happen due to animation needs. I think some limited animation time for a shape shifting set is possible and would sell in the market.

Yes but it seems that the animations aren't as hard as people say they are.

Of all the secondaries you have there, I'm actually less interested in the majority of "animals" (despite having an old concept that would take it) and would actually prefer the body morphing one-- even to go so far as propose it be a "melee-oriented" blaster powerset, though it would work better for the usual SCR, TNK, BRU, STK.
The thing with the animal forms is that you potentially have three or more different attack animations for each power in the set, thanks to the fact that one animal hardly attacks similar to another. Body morphing has better potential to get around that, in my opinion.
The other one I'd like to see is the dragon one, but they need to provide better costume options for dragons other than just the wings and that one head.

I could see a standard melee set that a MM power and controler power. The MM power would be like gang war. "calling the pack" a pack of wolves (whatever you pick) would charge in to your aid. This power would cause fear. The controller would be ... instead of a normal tier 9 for melee, you'd have a pet ... a large wolf (whatever you pick).
This is if they don't want to put in the time for a full morphing set.

I have been thinking for a while: Why don't we have any Beast-Boy/Ben 10/Carnage/Elastic Man-style Shapeshifting? I know we have khelds, but beyond that, nada. Thus, I propose the Morpher:
Morphers are a Form-Based Jack AT, mostly attack oriented. Now that we may soon be getting quadrupedal Skeletons soon, this could be not too far off! Basically, you get your single Primary set, Attacks(which are effected by your form) and a group of Secondaries to choose from(Your forms and defensive clicks/toggles/Autos).
Primary: Shapeshifted Fighting (Default Melee DMG[Smashing])
T1: Weak Attack: Melee or Ranged (Minor DMG[Varies])
T2: Basic Attack: Melee or Ranged (Moderate DMG[Varies])
T3: Weakening Attack: Melee or Ranged (Tiny DMG[Varies], Foe [Stun, Debuffs, or Knockback]
T4: Aim: Click (Self +ToHit)
T5: Strong Attack: Melee or Ranged (High DMG[Varies])
T6: Wide Attack: Melee[Cone] or Ranged[Cone] (High DMG[Varies])
T7: Build Up: Click (Self +DMG)
T8: Sweep Attack: Melee[PBAoE] or Ranged[PBAoE] (Superior DMG[Varies])
T9: Super Attack: Melee or Ranged (Extreme DMG[Varies])
Secondary Template: Forms
T1: First Form: Toggle (Self Small +Res/+Def, Normal DMG)
