I almost hate to say it, but you can softcap SR with generic IOs, or even SOs.

Quickly nipping in with a few tips:
Reactive Armor, if I recall, is great for typed defence sets. As you're using a Super Reflexes scrapper, which uses positional defence... it's not that good, as the bonus is tiny.
Sets to boost Melee:
Touch of Death (6 set bonus 3.75%, single target melee)
Obliteration (6 set bonus 3.75%, PBAoE)
Sets to boost Range:
Mako's Bite (6 set bonus 3.75%, single target melee)
Thunderstrike (2 set bonus 1.25%, 6 set bonus 2.5%, ranged attack)
Red Fortune (6 set bonus 2.5%, defence)
Sets to boost AoE:
Scirocco's Dervish (5 set bonus 3.13%, PBAoE)
Sets to boost multiple:
Gaussian's Synchronized Fire-Control (6 set bonus 2.5% melee/range/AoE, ToHit)
Blessing of the Zephyr (2 set bonus 1.25% range, 3 set bonus 1.88% defence AoE, Travel)
If you have enough ranged defence, strip out red fortunes and replace with four parts Luck of the Gambler including the 7.5% recharge one. :3 As Super Reflexes is a little endurance heavy, I make it a point not to take too many toggles from other power pools if I can. So while I pick up Tough to put in a Steadfast Protection 3% def, I don't pick up Weave, and make do by increasing bonuses where I can.

imho, it sounds like you've overslotted your secondary and underslotted your primary. here's a basic outline of a softcapped ma/sr. i left the red fortunes since you already have them, one could just as easily 6 slot an attack with mako's bite. obviously, disregard the level powers were taken at, this is only meant to demonstrate an easy way to softcap /SR. There are lots of ways to achieve this, this is just one example.
edit to add: with patient bidding, you should be able to buy everything in this example for less than 4 pieces of kinetic combats.

Reading about slotting Reactive Armors and Kinetic Combats for positional bonuses makes me a sad panda. That said you have clearly embarked on a journey of discovery and obviously have learned a lot, so keep going!

It is possible to soft cap with minimal to no IO set bonuses. It's even possible on only SO's but it's, imo, not worth the effort on only SO's unless you specifically looking for the challenge.
Here's one potential Claws/SR build on only common IO's. Can soft cap the build by either adding a Steadfast resist/+3% defense IO or by grabbing the Nerve Core Paragon boost (needs toggling on in the build).

Calm down. Nobody said it was better to softcap on SOs, only that it was possible. Also, you are not really in a position to throw mud around about superior builds, having committed some egregious errors in your own.

The end result is an overall stronger character.
Also, in the list of IO sets that add defense, you missed an important one: Eradication. It's a PBAoE set that gives you: 1.8% max endurance, 3.13% E/N defense (and 1.56% ranged), 2.25% max HP (largest non-purple set bonus), a useless debt protection bonus, and 3.13% AoE defense. It requires 6 slots to get all that, but it gives you decent amounts to 2 positions, instead of just one like most sets, and gives you other things an SR wants more of (endurance and HP)

For sure, and if I implied that I didn't agree, that was my error in communication. Super Reflexes is one of my favourite sets for just that reason; I can gain significant advantages by not having to set myself out with defense bonuses. My point was more that calling out Aneko for implied claims s/he never made was poor form.

I had always hated scrappers. I thought they were ridiculously over-powered. My first toon was, of course, a blaster. I reached a point with my AR/DEV blaster where it had become nearly impossible to solo and go quickly through missions. I had to be exacting with my tactics and everything had to be calculated closely. It became tiresome and tedious, and the disappointment was earth-shattering when my toon, Mr. Clarke, ended up face down after planning a fight for 5 minutes.
So, after playing a blaster for over a year, I rolled a MA/SR scrapper. He sucked so much end, I was sure he had Asthma as an inherent power. I rolled this toon a few years ago, so I actually had to select Hurdle, Health, and Stamina. After 6 slotting Stamina with SO's, he seemed less Asthmatic and more super.
The combat mechanics and powers changed several times through the years. SR used to be Epic. Several years ago during the CoH Olympics, a SR scrapper on Champion won the "Tank Mother Mayhem" event, surviving over 3 minutes. Obviously, scrappers were over-powered and that all changed.
Fast-forward to the present. I hit level 50 with Kane Black, my MA/SR toon, about a month ago. Kane breezes through some fights, others he is defeated almost immediately. I spent a ton of jack on Red Fortune enhancements for FF, FS, and Evasion, but I was still well under the 45% soft cap for FF and Evasion. Grrrrr...
I re-specced and took Combat Jumping (unslotted), and Weave (4 slotted) from the fighting pool. I put a single IO 50 Def Enhancement in CJ and 3 IO Def 50's in Weave... Way over the soft cap for FS, but not quite there for FF or Evasion... Grrrr...
Re-Spec... From the Epic Pool I took Body Mastery and was sure to take PP and drop 2 slots in it (one Healing IO 50 and one Endurance Mod IO 50), which stacked with Health (3 Healing IO 50's), and Stamina (3 End Mod IO 50's). With this build Kane Black's Asthma is quite manageable, but back to Defenses and the soft cap...
... This time around I built Kane with 4 slots in Thunder Kick and Storm Kick and I used Kinetic Combat sets in them to receive the Melee Defense bonuses totaling 3.75. I used the Red Fortune set in Evasion (6-slotted), and Luck of the Gambler in Weave (6-slotted). FF and FS both use Serendipity (6-slotted). Agile, Dodge, Lucky, and Combat Jumping all have 3 IO Defense 50's.
Cobra Strike (4-slotted) and Crane Kick (6-slotted) both use Crushing Impact sets. Eagle's Claw (6-slotted) uses Mako's Bite. Tough (6-slotted) had been using Titanium Coating set, but because I am @ ~48% Melee Defense and ~44% AoE Defense, I am going to replace the Titanium Coating set with Reactive Armor, which should bring my Melee Def down to ~45% and my AoE Defense up to ~45%: SOFT CAP ACHIEVED!!!!!!
I have spent ~1.2B influence and ~200 Merit Points @ level 50 on IO Sets. The journey has been long, expensive, and, at times, arduous, but Kane Black's survivability borders ridiculous. I use Conserve Power and a few luck and breather inspirations as a net to catch me when Elude crashes. I had been carrying Recovery Serum as a temp power to use for long fights that did not require Elude, but I recently unlocked my Alpha Slot and chose Cardiac as my initial Incarnate Ability. Stamina is no longer an issue.
Exact numbers to follow as soon as I finish slotting Reactive Armor.
