Get as much HP as you can. Get about 40ish points of KB protection and you should be set on a km/elec. Try to get like 60ish % acc bonus as well. Then just spam Concentrated Strike whenever it's up.
And use smaller attacks to charge Power Siphon to make CS even more OP.
Don't slot anything but Cs. it's all you need.
Cool, so should I just get every power except Lightning Field in /elec, or is Power Sink bad?
Don't take power sink imo and unless you plan on fiteklubbing I wouldn't even waste a slot on power siphon, the only attacks you need to use are Concentrated Strike and the ranged ones if you decide to take both.
Elec armour has no built in Perception so consider a build like leadership/fighting/speed/leaping/leviathan or fighting/concealment/speed/leaping/weapons.
If you're planning to mostly fight in zones then web grenades are almost to good to pass up. They will make you a nightmare for squishies.

Thanks for the advice. When did fighting get good? I always remember it being crappy.
I have a km/elec not really the best for fight club, but great at killing squishies, very hard to debuff if slotted right. But get confront and webnade and squishies are toast, stops all that kiting.

...I dunno why I announced that, no one friggin knows me...In any event, my first character in this game was a Kin/Elec defender (could you guess by my name? Probably not, no one ever could...) and to celebrate my return to CoH I wanted to make a Kin/Elec scrapper. Word on the street is those are pretty good, so if someone could hook a playa up with some build advice because I don't understand this game at all anymore, that would be funky fresh.
