The first thing you should do is ensure your graphics driver is up to date. What graphics chip does your laptop have? If you can't get the driver directly from nVidia or ATI's web site, check your laptop manufacturer's web site.

My laptop has an ATI Radeon X1300 1.7GHz processor and an I checked if you have any update available and does not. What do I do?
The x1300 is old enough that it's dropped onto their "not supported for newer drivers" list. The latest driver the offer for it is 10.2 which is circa 2010 and could explain the issues.
You could try the latest Catalysts from here: http://sites.amd.com/us/game/downloa...eon_xp-32.aspx but I can't say for certain that they'll work properly as it's not an officially supported card any more.

I don't mean to be rude but chances are with all the changes that have been made to the game over the last two years, a 1.7GHz single-core with integrated ATI graphics that is no longer supported by ATI. It isn't going to cut it no matter what you try to do. (I had a single core 2.4GHz desktop that had trouble with the game back in 2006 with a PCI-E Nvidia GeForce card).
The game takes a little bit more to run now then it ever has. My best suggestion is to probably upgrade to a more modern laptop or desktop PC if possible.

I have a desktop for most games but he's bad. I find it strange because I played online champ ... that has superior graphics over the normal minimum .. It's a shame because I love the city of heroes.

Most other MMO's use DirectX for the graphics. City of Heroes uses OpenGL.
That card will need the graphics set to the minimums and may still be problematic. The Legacy Drivers are the only ones supported for that card unfortunately.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Are your Geometry Buffers turned on? (In Options.) Try turning them off then on and see what happens. Hope it helps.

When I create the character is all invisible (The body part) my notebook city of heroes runs good so I think it is not compatible with predicament, I already downloaded twice updated clicked repair and nothing! Somebody help me.
