I think the 2 in Talos, for the Protean and PPD arcs introduce for level 50s also, but they immediately go to your inactive tab.

I believe the contacts get added (but go inactive) so they will be available to you via Ouroboros.

So since the Freedom release, I am a bit confused on the contact we are given, Mistress Eva and getting missions within the First Ward. On my lower 30'ish level toon, I was able to get a mission prompt from her and was able to run a plethora of missions there. Now with my other "higher level" toons, High 30's on up, I will get this response by her:
"I was sent to recruit heroes from your world, not its champions. There are greater threats that you and only you can face. This is a fight that others must undertake."
In her message, it does not say what her cut-off is level wise to get missions in the First Ward. I have been perusing paragonwiki for quite some time and I cannot find an answer for this.
