As for me, I think it would truly suck to be Baby New Year, knowing that the only reason I'm being rescued is for people to get badges and candy canes. Otherwise, I would almost certainly be Red Cap Stew.
We've been saving Paragon City for eight and a half years. It's time to do it one more time.

Isn't there a difference between NPCs and enemies?
Any of the scientists standing around Black Scorpion in Grandville, followed closely by Justin Greene in Independence Port.
Sure he used to get a lot of traffic for the cape mission but he's all the way out there, powerless, in a zone full of high-level Family and Tsoo.

Poor guy is all excited about his work training rotation with the superior squads, and "pow" heroes he can't even hit or dodge show up.
