Hunt for more enemies and you should get another tip mission that lets you switch to Rogue. Make sure you're not already at your limit of tips you've got (it's a different type of tip mission, and you can only have X number of uncompleted tips at a time)*.
* This is unrelated to the time limiter, so you can definitely still do it right away even if you just did 5 in the last <20 hours.

Ok, Can someone now tell me how to get to the hero's side from the villain side after I have become a Rogue?
Pocket D, Rikti War Zone, and Midnighter Club all have doors to both sides.
Also, Submariner Janus runs a ferry between Independence Port and Sharkhead Isle.

Pretty sure I've had the Morality tip drop with three alignment tips in my list.
The three tips at a time limit is just for Alignment tips.
