Where can I find this...Urobolus Portal I think it's called?

Ouroboros Portal Level 25, lowered to 14 in i21
Ask someone to drop one for you. Click on it to zone in. Grab the badge at the very top of the arch thing in the center of the platform to get your own.
Or the original way; do any mission that has to do with time travel.

Well not every mission is available at Ouroboros but all or nearly all of the story arcs are.
I think.
The Ouroboros platform is in the shape of a giant sundial. The badge Chaos mentioned is at the top of the gnomon, the part of the sundial that casts the shadow. If you don't have flight or are a klutz with superjump you can always run up the cable from the platform to the top of the gnomon to get it.

Also, getting any time-travel related badge unlocks it as well. Recluse's victory's explore badges all count, and possibly even the one in Atlas Park City hall before the portal to RV.
Villian side, One of Marshal Brass' arcs in Cap Au awards it. Heroside, doing the faultline arcs will unlock it.

However you personally can't start a flashback with a base's Pillar of Ice & Flame unless you are entrusted with the secret. You can get someone else to run a low level mission arc or badge mission flashback (negotiator is my favourite for this), at which point you'll get the Portal Power, but not the Entrusted with the Secret badge. Before the head start, you need to be at least 25 to use the power though. After, you can use it at level 14.

Actually the requirement is to be high enough to enter Ouroboros (or perhaps high enough to do Mender Lazarus's arc) If you are 25 currently, you can start a flashback with a pillar in your base. You don't need the badge.
I remember when my daughter, who was 6 at the time, asked me "Daddy, send me to Ordo-Bordo please."
I thought that was adorable, and her little claws/ninjitsu stalker was of the correct level, so I get her there and I show her where the badge was for the Oro port.
I am called away for a moment and when I return, I see she is flying around the shards and turning off fly in mid-air to fall and then splash in the reflecting pool.
She squealed in delight and continued to do that for some time.
Best. Ouroboros. Moment. EVER!
I think "My 6 year old daughter, the Asssassin" is more adorable.
