There will be once Issue 21 is released.
However, as it hasn't yet. Sounds like a bug. You are correct that you can't leave Praetoria or the Isles until level 20.
Edit to add: I'm not sure but it might be possible that they were expem'd down.

You know what, I'm an idiot. That toon was probably side-kicked down to 18. I was just hoping that we could do it faster.

As far as I know level is the magic number for getting from red to blue...unless you saw a Dev in "undercover street clothes"

There is also the possibility of a bug. Someone on Virtue the other day was doing a mayhem mission in Atlas. They died in mission and ended up in Atlas Park hospital.

Also, way back when GR went live, there was a bug of some sort that could allow pre-20 level characters to switch sides. This could be a recently revived character from that time.
