here is a build i created for my plant/ice dominator that will be played as a pure ranged damage dealer with perma dom and as much ranged def as possible
maybe i will put 1 melee attack in as i have 5 pieces of that purple set loaded on my account
please give me some improvements

Here's something I threw together with a bit more defense. I can't guarantee you'll like the changes I made though.

My build

Edit: It's also worth noting that IMO this build has a solid enough defense base to build on that finding the slots to slot up Frozen Armor would be well worth it IMO. Then you'd be well protected against S/L and ranged attacks, which would cover quite a bit. I'll admit it's already tight on slots though. If it was me I'd probably drop the AoE hold or the sleep, replace one or both with LotG mules, and use those slots to improve other powers.

^^ Yeah a bit hard on the eyes, but I just highlighted your text to make it legible.

I can't comment too much on the Ice powers, but for plant I've fooled around with all sorts of slotting on Carrion Creepers. Unless you are married to the set bonus you get from the Posi's in there, you might want to consider frankenslotting it with a bunch of damage procs. The power went from "great" to "ZOMG" when I put in all Damage Procs. It gets so many chances to Proc that it just makes it that much better. Works best with Tactics unless you throw in some +ACC in there, however.

And while we are on topic of Procs, I'd pull the HO slot from Entangle and put that slot into something like Combat Jumping, using it to hold a Kismet +ACC...which is actually a +TOHIT. Really helps your overall accuracy, especially once you start routinely fighting +4's.

Depending on how much global recharge and accuracy you have, at least one common recharge, and at least one hami-o nucleus are worth their weight in alchemical silvers in Creepers. The procs you want to start with are the slow, and targetted AoE. Add immobilize only if you have extra slots for it (edit - it only triggers on one attack of the four that the creepers do). Try to stay away from multi-bonus set pieces as the power is a pesudo pet with many sub-powers. So a targetted aoe set piece like Posi, doesn't apply its bonuses to the single-target ranged attack, the melee attack, or the PBAoE. But the hami-o gets them all. Kind of annoying to slot for that reason.

I'm running two nucleus, two common recharge, posi proc, slow proc. Does really really well for me.

Here is a build I came up with:

It has almost softcap on S/L (well over it with power boost), has perma Domination on its own and perma Hasten if you add the Spiritual Alpha (click Incarnate On button to turn Spiritual Alpha on).

It's a bit weak to energy attacks but if you want E defense stronger you should probably switch to Mace pool.

Roots is slotted as a damage power, not a control power, its a fantastic aoe dmg power that gives great control without even being slotted for it.

I kept all the powers you wanted from the primary and secondary sets, changed the power pools a bit, as you won't need Aid Self with Hibernate.

This build also gives you full invisibility with Stealth and the IO in Combat Jumping. I use Ninja Run for my travel power, rather than Super Jump.

Range is VERY useful in Seeds of Confusion. I put one in, but if you can find a slot for a second one, it will only make it even better.

One way I keep my roots both control and damage, is like you 5x posi, but instead of trap of the hunter, I added the grav anchor chance to hold. The effect is very nice. I do like your extra damage concept too. =)
